Job Summary:

The incumbent of the Local Technical Assistance Program (LTAP) Heavy Equipment will deliver, develop, evaluate and implement training, in classroom, onsite (hands on) and virtually. Perform consistent, accurate, and reliable assessments on operators’. Operate specific equipment in the field as required. Providing guidance, technical assistance and advice key stakeholders of the LTAP program. Responsible for the accuracy and validity of all certifications and compliances. Conduct Heavy Equipment training. Will be required to drive a state vehicle in the course duty. Statewide travel including overnight stay is required.

Job Duties:

Travel and deliver training in a classroom setting, on-site (hands on) training and remotely with schedules and agendas according to organizational requirements. Prepare training materials proactively. Perform consistent, accurate, and reliable assessments (hands on) training to local agency operators’ to operate specific equipment (which include but is not limited to snow lows, trucks, transport vehicles etc) in the field, in a safe and competent manner.

Develop, modify and implement training program material and curriculum.

Assist in the development of new LTAP program technical training initiatives and improvements. Perform reviews of program requirements and equipment to ensure existing training information and documentation is in line with any changes in standards and requirements.

Provide technical assistance, guidance, needs assessments and advice to key LTAP stakeholders (i.e.) Superintendents, foremen etc.

Knowledge, Skills & Abilities (KSAs):

Knowledge:
* Knowledge of transportation safety, Heavy Equipment operation, work zone certification and other transportation related areas.
* Working knowledge in Google Workspace.
* Maintain a clear understanding of current regulatory requirements, and be able to explain requirements when necessary.

Skill:
* Outstanding verbal and non-verbal communication skills and comfortable speaking to crowds.
* Excellent organizational and time-management abilities.
* Capable of providing guidance and advice in a collaborative manner.
* Excellent written and verbal communication skills Basic computer literacy, including experience with Google Suites applications, Microsoft Outlook, MS Word, Excel, PowerPoint, and PDFs.
* Being able to provide remote learning when required, Technologically savvy and quick to embrace new equipment technologies.

Ability:
* Ability to operate a computer.
* Ability to address training needs with complete courses.

Selective Preference(s):

Five plus (5) years of relevant industry experience dealing directly with heavy equipment or Heavy Equipment Operations Apprenticeship Program completion; evaluating Heavy Equipment Operations (such as a Front-End Loader, BullDozer, Aerial lift, Industrial truck/Forklift, Motor Grader, etc.), MSHA certification a plus, and Bilingual (Spanish) a plus.

This position requires driving or the use of a vehicle as an essential function of the job and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
