<h3>ABOUT VILLAGEREACH</h3><p>VillageReach transforms health care delivery to reach everyone, so that each person has the health care needed to thrive. We develop solutions that improve equity and access to primary health care. This includes making sure products are available when and where they are needed and primary health care services are delivered to the most under-reached. Radical collaboration with governments, the private sector and other partners strengthen our ability to scale and sustain these solutions. Our work increases access to quality health care for more than 58 million people in Africa. VillageReach is incorporated in Washington State and has offices in Seattle (USA), Democratic Republic of Congo, Malawi, and Mozambique.</p><p><br/></p> <h3>Summary</h3> <p>Since 2000, VillageReach has done extensive work with the Ministry of Health on supply chain improvement. In addition to other supply chain related activities, VillageReach is implementing a USAID funded program, Last Mile Supply Chain (LMSC) Project that covers all the provinces in Mozambique. VillageReach’s goal is to enhance CMAM's technical capacity to effectively manage Mozambique's pharmaceutical supply chain from the central hub to the last mile, including lab samples and reverse logistics for efficient surplus stock management. LMSC’s ultimate goals are to: 1) Sustain improvements in the effectiveness and efficiency of the health commodity transport system and 2) Sustained improved availability of health commodities at the health facility level. VillageReach is looking to fill the Chief of Party position for this project. The Chief of Party will also lead the VillageReach Mozambique team’s supply chain strategy and vision setting and oversight. The Chief of Party reports to the Mozambique Country Director and has “dotted line” reporting responsibility to the Technical Group Leads.</p><p><br/></p> <h3>Description</h3> <p>Essential Duties and Responsibilities include the following. Other duties, responsibilities, and activities may change or be assigned at any time. </p> <p><strong>Project (LMSC) Leadership (60%)</strong></p> <ul> <li>Lead overall planning, implementation, monitoring, reporting, and management of project performance including management of any sub- partners;</li> <li>Lead, coach, develop, and retain a high performing team of senior project coordinators e.g., M & E and Provincial Supply Chain Coordinators,</li> <li>Ensure compliance for program deliverables and financial reporting including budget monitoring and management in close collaboration with the Grants & Contracts Associate. </li> <li>Work collaboratively with VillageReach Global Technical Team (GTT) for the purpose of drawing from their technical skills to advance program design and implementation.</li> <li>Review Supply Chain Program structure and staffing to ensure effective and cost-efficient implementation and program geographic expansion. </li> </ul> <ul> <li>Represent the project at key partnership forums and government platforms.</li> <li>Lead the Public-Private sector collaboration in Outsource Distribution (OD) in conjunction with the VillageReach’s Outsource Transport Resource Centre (OTRC) team.</li> <li>Provide strategic oversight and development of new opportunities and new programs. Ensure appropriate strategic leadership to major programmatic initiatives.</li> </ul> <p></p> <p><strong>Government capacity Building (25%)</strong></p> <ul> <li>Develop and lead the implementation of strategies and processes for knowledge capture, skills building transfer and transition of supply chain solutions to government.</li> </ul> <ul><li>Align the program with government strategies and ongoing supply chain interventions.</li></ul> <ul> <li>Build government capacity to manage the transition to government.</li> </ul> <p><strong>Strategic Direction (15%)</strong></p> <ul> <li>Contribute to the vision, strategic direction and management of the current and future programming in order to achieve the objectives and expected outcomes and to help the government meet their projected indicators.</li> <li>Set the VillageReach Mozambique strategic vision in supply chain, in line with the overall VillageReach strategy and impact targets, and work with team to develop a roadmap for implementing that strategic vision.</li> <li>Lead the Country Office team in positioning VillageReach’s interventions and ensure alignment with CMAM’s strategic plan. </li> </ul> <p><strong>Business Developmen</strong>t and <strong>Partnership Management (10%)</strong></p> <ul> <li>Manage relationships with key national and provincial stakeholders including United States Agency for International Development (USAID), Centre for Disease Control and Prevention (CDC), Central Medical Stores (CMAM), Health Provincial Directorate (SPS), United States Government (USG) technical partners,
