We are a world leader in making markets work for the poor as well as a pioneer in championing market-based development in Mozambique. iDE believes that markets can be a powerful force for improving smallholder prosperity by creating income and livelihood opportunities for poor rural households.</p> <p>iDE is seeking applications from qualified candidates for Deputy Chief of Party (DCOP) for the Feed the Future (FtF) Mozambique Resilient Coastal Communities (RCC) activity. At the core of FtF RCC are people. FtF RCC seeks to pilot innovative and scalable approaches that protect the long-term health of the environment and foster equitable economic growth in the region through iterative human centered design, cooperation and coordination between stakeholders that are mutually beneficial. This project will improve resilience and health of economies and ecosystems in coastal districts south of Pemba and north of Maganja da Costa. Particular areas of focus include: (1) Conserve coastal and marine ecosystems and important fish habitats to support improved climate resilience, fisheries management, food security, sustainable livelihoods, and the conservation of high biodiversity areas. (2) Expand diversified, equitable economic growth in the face of climate change to create real, significant employment and livelihood opportunities, particularly for youth and women, to benefit the entire community. (3) Support youth as leaders and change agents to collaborate with government, civil society, and the private sector to sustainably manage natural resources and more equitably adapt, mitigate, and respond to shocks and stresses.</p><p><br/></p><p><strong>Key Duties and Responsibilities</strong></p><ul> <li>Coordinate with the COP in achieving project goals by providing technical, strategic, administrative and management leadership.</li> <li>Partner with COP in ensuring successful delivery of project outcomes and expected results.</li> <li>Responsible for planning and programmatic guidance for project staff, partners and other stakeholders according to project guidelines and donor requirements, including support for project monitoring and evaluation to ensure adherence to reporting requirements.</li> <li>Ensure program alignment and adaptation to required market systems changes.</li> <li>Develop and modify as necessary the technical work plans and budget.</li> <li>Provide oversight and leadership to programmatic teams, including identifying and promoting clear communications on issues of budget management and programmatic activities, compliance, monitoring and evaluation,  and documentation.  </li> <li>Ensure cross-cutting issues are effectively integrated into the project. </li> <li>Monitor progress of field teams to deliver high quality and measurable outcomes.</li> <li>Coordinate and work collaboratively with government, project partners and stakeholders, the donor, and private sector organizations.</li> <li>Establish functional relationships among various management and governance committees, technical support units and field implementation teams. This includes support units within iDE and ensuring necessary technical support for project teams and partners.</li> <li>Represent iDE at various international, national and regional network platforms to facilitate and encourage the dissemination of learning from the project.</li> <li>Ensure compliance among key staff with USAID, local policies, and iDE’s global policies and procedures.  </li> <li>Contribute to the development of reports for the donor, the host country, and organizational  policies and procedures.  </li> <li>Support the COP in budget oversight, ensuring adherence to budget requirements and ensuring that expenditures follow iDE and donor policies and regulations.</li> <li>Fulfill the responsibilities as acting Chief of Party when required.</li> </ul><p><strong>Requirements</strong></p><p>Qualifications</p><ul> <li>Advanced degree in Environment, Agriculture, Engineering, Business Management, Marketing or related field or equivalent experience.</li> <li>At least 5 years relevant managerial experience, including USAID projects.</li> <li>Ability to think innovatively and to see where opportunities exist for iDE t
