The Director of Financial Services is responsible for overseeing the Division of Financial Services, ensuring the implementation of financial policies, procedures, controls, and reporting systems. This role ensures compliance with federal, state, local, and Board mandates for all accounting and financial reporting functions. The Director collaborates with staff to support schools with accounting and fiduciary responsibilities and provides financial data and periodic reports to the Board of Education, the superintendent, and relevant agencies as required.
Education, Training, and Experience:
• Master's degree in finance, accounting, or a related field from an accredited college or university preferred.
• At least five years of experience in a responsible financial administrative role in a large public service organization.
• Experience supervising employees and demonstrated progressive leadership responsibilities.
• Familiarity with CCBOE evaluation standards.
• Certified Public Accountant (CPA) preferred.
• Any combination of applicable education, training, and experience which provides the necessary knowledge and skills.
ESSENTIAL JOB FUNCTIONS
• Ensures compliance with federal, state, and local financial laws, Board of Education policies, regulations, and procedures.
• Manages budgets, controls expenditures, and applies collective bargaining agreements.
• Implements and maintains financial systems aligned with Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) updates.
• Leads financial operations to ensure accuracy, efficiency, and compliance.
• Prepares financial reports, develops policies, and enforces internal controls.
• Supervises and evaluates financial staff to align performance with organizational goals.
• Identifies and implements IT solutions to enhance financial management.
• Drives continuous improvement initiatives and customer service strategies.
• Communicates financial data clearly to stakeholders through reports and presentations.
• Oversees accounting functions, ensuring timely and accurate financial data.
• Develops and enforces financial policies, procedures, and reporting manuals.
• Advises executive leadership on fiscal policies and financial best practices.
• Collaborates with internal auditors to strengthen financial accountability.
• Research legislation and ensure compliance with evolving financial regulations.
• Maintains relationships with financial officials at county, state, and federal levels.
• Benchmarks financial practices with other organizations to enhance efficiency.
• Supports school financial agents and principals in managing Independent Activity Funds.
• Develop and implement customer service strategies for employees and vendors.
• Applies strong leadership, team management, and project coordination skills.
• Utilizes excellent oral and written communication skills for effective stakeholder engagement.
• Performs related duties consistent with the scope and intent of the position.
ENVIRONMENTAL FACTORS & PHYSICAL REQUIREMENTS
The environmental factors and/or physical requirements of this position include the following: While performing the duties of this job, the employee is required to have ordinary ambulatory skills sufficient to visit other locations; and the ability to stand, walk, stoop, kneel, crouch, and manipulate (lift, carry, move) light to medium weights of 10-50 pounds. Requires good hand-eye coordination, arm, hand and finger dexterity, including ability to grasp, and visual acuity to use a keyboard. The employee frequently is required to sit, reach with hands and arms, talk and hear.
