About the role

SMX Technologies is seeking a Deputy Site Manager who will also serve as a Logistician Liaison Officer to support PACAF’s Second Island Chain Support program. This position is located onsite at Andersen AFB, Guam, and operates as part of the Program Manager’s Office. The Deputy Site Manager will assist the Site Manager in overseeing daily operations and will contribute SME-level expertise in planning, coordinating, and supporting joint live air training, doctrine development, and mission rehearsal activities throughout the Pacific Area of Responsibility (AOR). Travel to other Pacific locations is expected.

The primary operating location is Guam, but travel to other Pacific locations is to be expected.

This position requires a DoD Secret with eligibility for Top Secret which requires US citizenship for work on DoD contracts.

Essential Duties & Responsibilities

  • Assist the Deputy Site Manager in overseeing all program activities at Andersen AFB, Guam.
  • Support liaison efforts between the Program Manager and on-site personnel.
  • Help ensure operations align with PACAF’s Second Island Chain Support program objectives.
  • Contribute to the daily execution of joint training, exercise coordination, and mission rehearsal support.
  • Aid in managing scheduling, logistics, and resource allocation for on-site activities.
  • Support compliance with security protocols and help ensure personnel maintain required clearances.
  • Facilitate communication with PACAF, USINDOPACOM, and other mission stakeholders.
  • Track performance metrics and assist in ensuring deliverables meet quality and timeline expectations.
  • Prepare and contribute to site-level reports, updates, and briefings for leadership.
  • Execute joint training and exercise support tasks under the direction of the Site Manager.
  • Participate in planning conferences, mission rehearsals, and operational briefings.
  • Provide subject matter expertise on joint doctrine, training requirements, and exercise design.
  • Assist in drafting After Action Reports (AARs) and compiling lessons learned documentation.
  • Maintain awareness of scheduling conflicts and help disseminate critical updates.
  • Support coordination with other DoD agencies and allied partners as needed.
  • Ensure personal readiness for travel and deployment across the Pacific AOR.
  • Uphold operational security standards and maintain active security clearance.
  • Contribute to the continuous improvement of training and exercise methodologies.
  • Accurately represent PACAF and INDOPACOM doctrine during all phases of event support.
  • Assist with travel coordination and readiness for OCONUS deployments.
  • Must possess and maintain a Secret clearance, with eligibility for Top Secret.

 Required Skills & Experience 

  •  Minimum of 10 years of relevant professional experience supporting military operations, training, or exercise development.
  • At least 3 years of experience assisting or contributing to exercise development at a flag-level military command.
  • Minimum 3 years of experience supporting planning efforts for USAF MAJCOM-level or equivalent exercises.
  • Familiarity with operational and logistical support requirements for exercises, deployments, and mobilizations.
  • Working knowledge of USINDOPACOM/PACOM Theater Campaign Plan (TCP) and PACAF Strategy.
  • Understanding of PACAF force structure, including country locations, Wings, NAFs, and aircraft types.
  • Knowledge of the acquisition, deployment, testing, and sustainment of live training systems supporting operational testing and air combat training across the INDOPACOM region.
  • Effective verbal and written communication skills, with responsiveness across multiple channels (e.g., phone, email).
  • Demonstrated ability to work within and support leadership in a team environment, with strong customer interface skills.
  • Ability to liaise with national-level agencies, DoD components, Combatant Commands, and Intelligence Agencies.
  • Proficiency in current Microsoft Office applications (Word, Excel, PowerPoint, Outlook).
  • Strong analytical skills and ability to manage multiple concurrent tasks in a fast-paced operational setting

Desired Skills & Experience 

  • Bachelor’s degree or higher (preferred).
  • Aviation background (Pilot, Navigator, Air Battle Manager, Aircrew Member) with at least 3 years of experience, especially valuable for leading or supporting aviation-centric exercises such
