Raytheon - Air & Space Defense Systems (ASDS) is seeking a Deputy Program Manager (DPM) to partner with the Program Manager (PM) to manage the financial baseline, oversee daily execution, and promote continuous improvement within the Space, Intelligence, Surveillance & Reconnaissance (S-ISR) Sub-Strategic Business Unit (SSBU).

The Deputy Program Manager (DPM) will support program activity that delivers data ingest, processing, and remediation capabilities critical to our nation. The customer relationship is strong, the capabilities are advanced, and the mission is rewarding.

What You Will Do

  • Lead all aspects of program execution in concert with the Program Manager

  • Interface with intel agile team leaders and external functional support

  • Manage financial baseline in coordination with Control Account Managers (CAMs)

  • Lead internal and external program reviews, and program development through direct customer engagement, proposal preparation, supplier management, program management status reporting, and generation of work authorizations, statements of work (SOWs), and specifications

  • Review Earned Value metrics and financial deliverables

  • Request and drive execution and financial recovery plans

  • Coordinate Rough Order of Magnitude (ROM) estimates and Engineering Change Proposals (ECPs)

  • Generate and present customer briefing materials in concert with PM

  • Manage program Risks & Opportunities, drive mitigation/capture plans, and provide status in Risk & Opportunity Review Boards (RORBs)

  • Direct the performance of program task elements such as engineering, operations, supply chain, quality, contracts, finance, and administrative functions in the execution of required gate reviews and financial activities as well as program execution

  • Travel to support business engagements

Qualifications You Must Have:

  • Bachelor's degree in a related discipline (STEM, business or financial degree's are preferred) with a minimum of 8 years of relevant experience

  • Experience managing cost, schedule, and technical performance for programs with use of program management tools such as Earned Value Management System (EVMS), Risk and Opportunity Management, Estimate at Completions (EACs), etc

  • Experience supporting software development processes (to include: IPTL, leading agile development, etc.)

  • An active and transferable Top Secret (TS/Q) level U.S. government issued security clearance is required prior to start date. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance 

Qualifications We Prefer

  • Proven success creating and maintaining strong executive level relationships with suppliers, customers, government representatives, primes and internal peers

  • Proposal / capture management experience on sole source, TINA-compliant (FAR 15.2) proposals

  • Excellent communication skills with proven ability to facilitate teamwork across functions

  • Program Management Level-5 Certification (within 6 months of hire)

  • Experience with SAFe Agile

  • Oversight and monitoring of supplier performance; develop preventive and corrective actions as necessary
