Job Description

DISTRICT 8 – Engineering Manager I or II (Bridge Engineer)

Basic Purpose

Positions in this job family are assigned responsibilities involving planning, supervising, directing and coordinating human resources management, development, or training programs in a state agency or institution or assisting in the direction of human resources management or training activities. This includes overall responsibility for all phases of a human resources management, development or training programs including the application of laws and rules concerning state employees and applicants, direction or supervision of assigned staff and coordination of program activities with other programs and activities. Some positions may be assigned responsibility for directing a major phase of a large program or assisting in directing a comprehensive human resources or staff development program as an assistant division director or comparable position.

Typical Functions

  • Develops and recommends policies, rules and regulations which pertain to the administration of assigned programs consistent with federal and state laws; participates in program analysis.
  • Advises agency management, assigned staff and other interested groups in the proper interpretation and application of agency rules and policies.
  • Reviews reports, administrative audits, activities and other information to evaluate multi-functional program effectiveness; develops controls to assure accountability for division operation, policy implementation and the maintenance of efficiency in various units.
  • Develops and maintains sound personnel policies and practices; directs staff training programs.
  • Manages and/or develops budgets for assigned divisional or multi-divisional programs.
  • Establishes division goals and objectives; develops controls to assure accountability for division operations; recommends the modification or development of legislation to further refine and establish efficient division operations; reviews proposed legislation to determine potential impact on division programs.
  • Manages an agency division; directs or supervises staff in the completion of assigned functions and activities.

Level Descriptor

Level I

At this level incumbents perform various managerial duties as assistant division head to the head of a division. Incumbents at this level are responsible for assisting in the planning and directing of the multifunctional activities of a division.

Level II

At this level incumbents are assigned overall responsibility for planning, organizing, directing and coordinating the principle activities of a single division that is large in size and/or scope and complexity.

Education and Experience

Level I

Education and Experience requirements at this level consists of a bachelor’s degree and five years of professional business or public administration experience, including two years in a supervisory or administrative capacity; or an equivalent combination of education and experience, substituting one year of professional or technical administrative experience in business or public administration for each year of the required education. Note: No substitution will be allowed for the required professional experience in a supervisory or administrative capacity.

Level II

Education and Experience required at this level consists of a bachelor’s degree and six years of professional business or public administration experience, including three years in a supervisory or administrative capacity; or an equivalent combination of education and experience, substituting one year of professional or technical administrative experience in business or public administration for each year of the required education.
