Technological Hazards Planner

GENERAL STATEMENT OF DUTIES AND RESPONSIBILITIES:

This position is designated as an Emergency Personnel position.  Due to the critical nature of these job functions, this position will be required to report to his/her assigned work site as scheduled, regardless of an emergency situation that may otherwise affect staffing of other state offices.

 The Technological Hazard Unit’s primary responsibility is to lead and manage multiple technological hazard programs contained within various federal and state regulations. These programs include but are not limited to the Radiological Emergency Preparedness Program; the State Emergency Response Commission; Tier II reporting required under SARA Title III and the Agencies high-hazard dam planning program.

 Technological Hazards Planner develops, manages, and exercises plans and standard operation procedures for the Commonwealth’s Offsite Response Organization (ORO) response to an emergency at Seabrook Station Nuclear Power Plant (Seabrook Station) ; ensures planning activities are in compliance with federal regulations and long-range planning strategies; provides recommendations and technical assistance to agency planners and other governmental agencies or private organizations with emergency responsibilities; coordinates training and exercise activities; reviews and makes recommendations on technical aspects of proposed legislation and regulations on emergency response issues; conducts research as needed; and other duties as assigned.

 The Technological Hazards Planner has direct responsibilities surrounding the review and revisions of the Massachusetts Radiological Emergency Response Plan (MARERP), the Traffic Management Manual. Additionally, the Planner may provide subject matter expertise and planning assistance for the Nuclear/Radiological Incident Annex, Improvised Nuclear Device (IND) Response Annex, Preventive Radiological and Nuclear Detection plan, and the Comprehensive Emergency Preparedness Plan and its annexes. 

The Technological Hazards Planner is responsible for the radiological training program, which includes developing a training schedule, assigning instructors, instructing, maintaining records, and ensuring that eligible participants receive compensation.

The Technological Hazards Planner is part of a team that provides administrative and planning support to the Critical Infrastructure Program, State Emergency Response Commission (SERC), Tier II Hazardous Materials reporting program, and the high-hazard dam planning program. 

DETAILED STATEMENT OF DUTIES & RESPONSIBILITIES:

1.      Develops, reviews, and updates plans, procedures, and maps for state emergency responders in the event of an incident at a nuclear power plant. (Seabrook).

2.      Reviews technical reports to determine impact and revision, if needed, to state emergency response plans; i.e., U.S. Nuclear Regulatory Commission regulations, Federal Emergency Management Agency regulations, Massachusetts Department of Public Health guidelines and Time Evacuation estimates.

3.      Utilized a workplan to organize and track REPP activities.

4.      Confers with state and local officials to determine personnel and equipment needs to support emergency response to a disaster

5.      Verifies accuracy of resources needed to respond to a nuclear power plant incident.
