Position Summary

Provides coordinated support within the Property Development division of Prospera Housing & Community Services, in its strategic objective of increasing the organization’s portfolio of affordable housing through the new construction and acquisition/rehabilitation of affordable units. Gathers and interprets GIS and other data to assist in site identification for new construction, as well as property location for the rehabilitation of existing units. Conducts due diligence requirements. Provides financial evaluation support and identifies/pursues potential sources of financing, equity and other funding.

Essential Job Duties/Responsibilities

  1. Prepares monthly HUD and Conventional construction draw requests, in cooperation with the construction and finance divisions, for submission to financial stakeholders for multiple construction projects concurrently, including accounts payable processes, performing cost tracking, and maintaining project records.
  2. Employs the use of ArcGIS software to apply site feasibility analysis of potential development sites.
  3. Supports the Department in developing financial reviews of potential acquisition of multifamily properties, including finance, market analysis, and basic proposed operating budgets.
  4. Researches & identifies potential funding mechanisms in support of departmental strategic objectives.
  5. Participates in compiling and completing tax credit applications (pre-application as well as full application) within established deadlines. Coordinates with other development staff, divisions, and 3rd party consultants in compiling draft review, revision, and finalization of content for the Vice President’s approval.
  6. Prepares financing documents for lenders and investors. Coordinates with other development staff, divisions & 3rd party consultants in compiling draft review, revision, and finalization to ensure accuracy of content.
  7. Assists in developing budgets and timelines for review by the Property Management and Asset Management divisions.
  8. Assists in the identification and availability of existing affordable properties for their acquisition and rehabilitation.
  9. Supports in tax credit compliance, including draw requests, vendor payment deadlines, coordinating transition from property development to operations, supports coordination of insurance coverage transition, accuracy of partnership agreements, contracts, loan documents and syndicator proformas, maintains records as needed for audits, and prepares reports required by syndicator, lenders, or governmental entities.
  10. Regular, timely, and punctual on-site attendance is an essential function of this position.
  11. Performs related duties and fulfills responsibilities as required.
