ManTech is a multi-billion-dollar public company that provides the innovation, adaptability, and critical thinking our government needs for success in health, science, defense, intelligence, law enforcement, and other fields.  ManTech is seeking a self-motivated, flexible and forward-thinking Lead Data Scientist/Deputy Program Manager to join our fast-paced and agile analytics team in support of epidemiological research and operational policy support program focused on improving warfighter readiness, optimizing recruitment and retention, and informing medical policies. The position entails collaborating with a diverse team of epidemiologists, statisticians, physicians, data analysts, and military personnel to deliver knowledge products to multiple Department of Defense (DoD) stakeholders. This position is located at the Walter Reed Army of Research (WRAIR), Silver Spring, MD.

Responsibilities:

• Oversee the end-to-end data curation process to include sourcing, acquisition, documentation, quality control, harmonization, and creation of adaptable analytic datasets
• Collaborate with team in conceptualizing and planning various epidemiological studies, assessing feasibility of customer requests, and delivering results and feedback to customer
• Plan and perform statistical analyses in support of the creation of knowledge products, including, annual reports, responses to requests, data visualizations, dashboards, and epidemiological studies
• Direct and mentor staff in data curation, SAS programming, analysis, reporting, and data governance activities
• Establish, maintain and enforce data handling standards ensuring data integrity and security throughout the curation process
• Design and implement automated processes to guarantee repeatability of results and enhance operational efficiency
• Effectively liaise with data owners and other points of contact regarding best practices for data management and manipulation
• Develop and conduct ongoing staff training programs to enhance analytical and SAS programming expertise and efficiency
• Provide administrative/operational support to the Program Manager and the Lead Statistician when on leave or in parallel work streams

Basic Qualifications:

• M.S. in computer science, statistics, public health, or other applicable degree with 8+ years of experience in clinical operations, quality improvement, or public health domain. 4+ additional years of experience can substitute for a degree.
• Broad experience using SAS, MS Excel and SQL for data ingestion, transformation, analysis, and visualization in designing and building analytic datasets, utilizing ETL software, scripting, and data science techniques.
• Proven expertise in data curation, statistical analysis, SAS programming, data science techniques and team leadership.
• Expertise in data documentation ability, including creation/modification of data dictionaries, handling versioning and quality control of conflicting datasets.
• Strong analytic, critical thinking, and decision-making skills and can identify and solve issues independently – investigate and understand data issues and actively participate in course correction.
• Excellent English verbal and written communication skills needed to keep research team informed of progress, changes in status of work, and communicate findings to stakeholders.

Preferred Qualifications:

• Clinical operations exposure is valuable – including exposure to datasets from EHR/EMR systems and understanding and application of public health, epidemiology, and research principles.
• Prior service or thorough understanding of the U.S. military is a plus, particular experience with military health systems, data, or healthcare policies
• Knowledge and understanding of ICD 9/10 codes
• Experience using military personnel and health data repositories, such as MDR
• Knowledge of and experience with database maintenance, accessing data via APIs and querying data using a variety of programming languages.
• Experience with feeding business analytics tools such as Tableau, PowerBI, Sisense, etc.

Location:

• The team is currently working remotely. Due to contractual obligations, team members must reside within reasonable commuting distance to the worksite (Walter Reed Army Institute of Research, Silver Spring, Maryland).

Physical Requirements:
