Deputy Director (Procurement and Business Services) will direct, oversee, plan and supervise the department activities in the following sections: Purchasing, Accounts Payable, Inventory Warehouse Management and Printing and Graphics. Develop policy, procedures and objectives for the department. Employee supervision includes hire selection, training oversight, performance assessment, coaching, disciplinary, and termination actions.DUTIES AND RESPONSIBILITIES
Establish and implement short-and long-range goals, objectives, policies and operating procedures; monitor and evaluate operational effectiveness. Keep constantly apprised of economic and business situations as they affect purchasing and accounts payable policies; make decision to adequately meet those changing conditions. Monitor industry trends and communicate those changes to upper management. Develop and implement policies and procedures to ensure that all business practices are consistent and compatible with county policies, state and federal laws. Direct and oversee the management and operation of the Inventory Warehouse Management Section, which includes; printing and graphics and the design and fabrication of signage for the various county departments. Develop and manage annual budgets and performs periodic cost and productivity analyses. Direct the preparation and reconciliation of monthly reports regarding department activities in accordance with operational practices, policies, and requests. Conduct analyses of proposed and pending local, state and federal legislation and develop program and fiscal impact reports and position papers. Pre-audit all expenditures and certify them correct before disbursement; pre-audit and approve capital outlay purchases. Act as negotiator between County and vendors/suppliers on procurement contracts; keep informed of all new developments relative to available resources; make recommendations designed to reduce costs, update systems, and provide approved materials and services. Recommend and participates in the development of County personnel procedures; may serve on planning and policy-making committees. Supervise and direct issuing of assignments, evaluation of performance, training, hiring, and discipline matters. Provide resolution to customer inquiries; attend and participate in professional group meetings, stay abreast of new trends in all areas of the department. Ensure the development, communication, training and implementation of the Department’s Emergency Operations Plan (EOP). Communicate the Department’s EOP to all Department Staff. Train all levels of Department personnel on the EOP. Ensure full participation of all employees and that roles have been established and delegated to lower management. Direct and execute the Emergency Management Procedures for the Department ensuring the safety of all employees. Assume overall department responsibilities in the absence of the department director. Incumbent(s) in this classification may handle sensitive and/or confidential records, plans, documents or decisions that require maintaining confidentiality of sensitive information. Any one position may not include all duties listed. However, the allocation of positions will be determined by the amount of time spent performing the essential duties listed above.
