Job Duties
This is a restricted position, which is partially funded by the Primary Care Office (PCO) Grant awarded by HRSA. VDH is currently in the 7th month of our 2nd year of a 5-year project period. Per the latest Notice of Award, the grant is expected to end March 31, 2029. The availability of funding is scheduled for review on March 31st, 2026, and periodically thereafter. Continued employment is contingent on the continued availability of funds.
Provides support, in a staff capacity, by focusing on intermediate term program issues with agency wide application. Characteristic duties include: program development, planning, monitoring, analysis, grants management, recommending policies and procedures, program research, and evaluating changes in rules, regulations and legislative proposals for impact on service delivery. Thorough knowledge of program management, analytical principles and service integration is necessary. Responsibilities are carried out independently based on an outline or work plan developed by or approved by the supervisor.
This position is one of two the Office of Health Equity is seeking to manage its Health Workforce Incentive Unit. The unit administers a variety of programs on behalf of the Virginia Department of Health (VDH) to attract primary care professionals to Virginia. Some of these initiatives provide loan repayment awards that must be applied to awardees’ educational loans tied to health professional licensure. VDH is also authorized by the General Assembly to offer nursing scholarships, a nurse preceptor program, and a grant program for academic institutions to offer nursing apprenticeships with clinical partners. Finally, the Health Workforce Incentive Unit administers the Conrad 30 waiver program that allows J-1 foreign medical graduates (FMGs) to apply for a waiver of the 2-year foreign residence requirement upon completion of the J-1 exchange visitor program as overseen by the U.S. State Department and the U.S Department of Homeland Security, as well as State Loan Repayment Program (SLRP) outlined by the U.S. Health Resources & Services Administration (HRSA). As a workforce manager, you will be expected to supervise a team responsible for interfacing daily with potential applicants and awardees, helping them apply to the program that best meets their needs and ensuring compliance with any required work obligation associated with their award. This role requires an adept understanding of both state and federal policy and regulations governing Healthcare Care Incentive Programs in Virginia, as well as a commitment to process improvement. Supervisory and grant management experience, attention to detail, adaptability, and proficiency with Microsoft Excel, SharePoint, Power Bi, and customer management software are a must.

Minimum Qualifications
• Knowledge of program planning, research, evaluation, and quality control methods.
• Experience providing technical assistance related to program development and analysis.
• Experience in conducting research, including data collection, analysis, and dissemination.
• Ability to interpret and implement data collection and reporting requirements.
• Experience leading complex research or related projects.
• Ability to develop reports, manage electronic data, and create effective data visualizations.
• Skilled in presenting information clearly and effectively.
• Strong communication skills, verbal and written, to provide leadership, set priorities, facilitate collaboration, and effectively convey information to others.
