Job Summary:

The Training Officer 3 (Curriculum Designer) is responsible for developing, evaluating, and refining educational programs for employees and community stakeholders such as Foster Care and Kinship providers, to ensure they align with learning objectives, laws, policy, and best practices. This position collaborates with subject matter experts, educators, and stakeholders to create engaging and effective instructional materials, including facilitator guides, participant workbooks, assessments, and multimedia content.

Job Duties:


- Plans, develops, and writes curriculum; evaluates, audits, revises, and updates training for DCS employees, community providers, and caregiver licensing agencies required by federal and state law and DCS policy and procedures for new and revised content.

- Utilizes instructional design models along with curriculum-based knowledge to ensure the development of effective training materials. Uses training technology to develop and deliver classroom and distance learning products.

- Consults with training executive sponsors, requesters and subject matter experts at all levels of the organization to identify training needs and ensure training meets stated objectives. Manages and gathers information from subject matter experts to create training; researches policies and procedures, legal requirements, agency programs, best methods and practices, and other information relating to assigned training projects.

- Collaborates with managers, trainers, and staff to create impactful training programs. Identifies and completes continuous learning to develop expertise in various subject areas to support initiatives effectively.

- Collaborates with subject matter experts, internal and external to the agency to implement training. Implements completed training curriculum, such as facilitator guides & participant workbooks, handbooks, manuals, training technology tools & other course materials, ensuring course materials are available for launch, communicating with stakeholders, and providing support following course launch.

- Participates in pilot training activities, stays updated on new laws and social work practices, and adapts to ongoing technological changes in the state's information system. Necessitates continuous learning and the ability to effectively communicate and troubleshoot throughout the training process.

- Assumes a role in the use of training technology for the agency, as required. Acts as a coach and resource to other instructional designers and trainers in the agency. Participates in and leads teams relating to instructional design and training.

- Creates and implements certification programs for training delivery and evaluation, as well as other relevant training areas. Provides coaching and mentoring to colleagues in training development and design, both informally and through formal certifications.

- Oversee administrative functions related to training projects, actively participate in various meetings and seminars, and prepare comprehensive reports and data analyses for administrative review. Will present findings and recommendations to management and staff across all organizational levels, while also assessing and evaluating training resources to enhance effectiveness and drive informed decision-making within the organization.
