Position Summary

The Data Services Delivery Manager of People, Financials and Assets (PFA) is a critical leadership role responsible for overseeing Reporting and Analytics, Data Engineering, and Data Science. This position requires a strategic vision to guide data initiatives and a hands-on approach to ensure the implementation of the State’s People, Financials, and Assets Strategy across various projects. The Manager will collaborate closely with other department heads and stakeholders to leverage data for insightful decision-making, fostering a culture of data-driven innovation. Responsibilities include setting goals, developing team capabilities, and aligning projects with organizational objectives. The Manager will also oversee the development of data models, the build and optimizations of data pipelines, and the implementation of advanced data analytics solutions. Key to the role is ensuring data quality, security, compliance, governance and the effective communication of data insights to both technical and non-technical audiences.

Key Responsibilities

  • Lead and manage Data Analytics, Data Engineering, and Data Science teams, setting clear objectives and ensuring alignment with the broader organization's data strategy.
  • Facilitate collaboration across data teams to enhance data collection, processing, analysis, and visualization capabilities.
  • Oversee the design and implementation of data governance and management policies to ensure data integrity, quality, and security.
  • Drive the adoption of best practices in data modeling, data architecture, and machine learning across teams.
  • Act as the primary liaison between the data services team and other departments, translating business needs into actionable data-driven projects.
  • Mentor and develop team members, providing guidance on technical challenges and professional growth.
  • Ensure the delivery of scalable and robust data solutions that meet internal and external customer needs.
  • Monitor industry trends and advancements in data technology, adapting strategies to maintain competitive advantage.
  • Manage project budgets, timelines, and resources, ensuring efficient and effective execution of data initiatives.

Physical Demands and Work Environment

  • This position works in a comfortable office setting with a computer for a large percentage of the workday. The noise level in the work environment is usually mild. Occasional travel may be required.

Minimum Qualifications

  • Bachelor’s degree in Computer Science, Information Technology, Data Science, Marketing or a related field.
  • Minimum of 7 years of experience in data management roles, with at least 5 years in a leadership or management position.
  • Proven track record of managing data analysts, engineers, and scientists to deliver data-driven solutions.
  • Strong understanding of data architecture, data modeling, and machine learning algorithms.
  • Experience with cloud data platforms, data warehousing, ETL/ELT frameworks, and business intelligence tools.
  • Excellent communication and interpersonal skills, with the ability to engage and influence stakeholders at all levels.
