The Construction Field Representative (CFR) reports to the Construction Superintendent of the Midstream Central / North Regions and may be assigned to other special assignments as needed. The position will be based within the region(s), preferably near existing pipeline assets.

The CFR provides leadership and field support across the region and is accountable for the successful execution of assigned projects while ensuring safety, quality, integrity, and cost and schedule performance.

 

What You’ll Do

  • Support the execution and management of multiple construction projects, including project kickoff and closeout activities, turnover/handback acceptance, and commissioning/start-up support as needed.
  • Provide onsite leadership with a strong focus on safety and adherence to company policies, procedures, contract documents, and applicable regulatory and environmental requirements, codes, and standards, including permit-to-work compliance, JSAs, and pre-job planning.
  • Coordinate and oversee work activities for construction contractors and company employee teams, including daily, weekly, and monthly coordination of contractor activities for assigned projects, and support materials/logistics activities (receiving, laydown, and MTO reconciliation) as needed.
  • Provide project control information to the Project Manager and other stakeholders; monitor, evaluate, and manage project schedules; and assist with evaluation of change orders, cost forecasts, and construction inspection costs to ensure alignment with approved budgets.
  • Effectively communicate with the Construction Superintendent, Project Manager, contractors, and other stakeholders, including facilitating and coordinating project meetings and keeping key stakeholders informed of project status.
  • Promote continuous improvement and a positive safety culture through review of good catches, stop‑work actions, and incident or accident investigations; assist in the audit and training of other Construction Field Representatives.
  • Inspect construction activities including coating, excavation, welding, NDE, electrical systems, and related work; support QA/QC activities including tracking NCRs and punch lists; verify testing, certification, and documentation of welders; maintain field documentation (daily reports, photo logs, redlines/as-builts) and submit completed documentation for permits, air packages, pre‑job tasks, and project closeout.
  • Provide constructability input and planning support during project development, including participation in design and model reviews.
  • Assist Procurement in preparing bid packages, facilitating pre‑bid meetings, performing bid analysis, and developing award recommendations; hold field construction teams and contractors accountable to construction contract terms and conditions; and assist project teams in negotiations related to claims, extra work, and change orders.

 

What You’ll Bring - Required

  • Legally authorized to work in the United States
  • High school diploma or GED equivalent
  • Valid driver’s license
  • 3 or more years of experience in field construction coordination / oversight, project management, or facilities maintenance
  • Intermediate proficiency in Microsoft Word, Excel, and PowerPoint
  • Intermediate proficiency in SAP
  • Willing and able to travel up to 75% within the Central / North Region, or as required for other Midstream assignments (Monday–Saturday work schedule)
  • Ability, with or without reasonable accommodation, to:
    • Climb tanks and facility assets
    • Lift and carry materials up to 50 pounds
    • Walk, stand, stoop, sit, climb, and work on uneven terrain daily
    • Work outdoors in harsh weather conditions
    • Use hand and power tools

 

Preferred

  • Bachelor’s degree in construction management or related field
  • Five (5) or more years of experience in pipeline construction, maintenance, or inspection
  • Five (5) or more years of experience with coating and application
  • Knowledge of Midstream operations, procedures, and Phillips 66 assets
  • Knowledge of welding and non‑destructive testing (NDT) procedures
  • Industry certifications such as CWI, NACE CIP Levels 1 & 2, or API 1169
  • Excavation training and designation as a competent person
  • Intermediate proficiency in Microsoft Word, Excel, PowerPoint, and SAP

 

Compensation Range 

This position has a base salary range of $137,700 - $168,300.
