Job Summary: The position of Administrative Services Benefits Specialist is responsible for the administration and coordination of all departments service offerings, systems data and workflow, accounting functions for consumer driven health plans and reporting and analysis. Additional responsibilities may include project and/or overall management of Benefits programs and initiatives. In this role, working knowledge of compliance with the regulations impacting benefit administration is essential. This position supports the overall mission of the Administrative Services Department.
Primary Duties and Responsibilities:

- Manages and coordinates new service implementation and renewals for all Administrative Service clients.
- Manage and coordinates all management systems benefits functionality, including system configuration, employee enrollments/changes, premium calculations and vendor integrations.
- Assure data integrity of employee records; maintains and updates system controls as necessary (includes adjusting premium rates and annual limits); creates and runs integrity reports; reviews all benefit changes requested through benefit administration systems.
- Supports effective and compliant eligibility management by following established protocol for all types of enrollments including manual, SFTP and Data Exchange within systems and with vendors.
- Effective intake, monitor and processing of payments from clients for Administrator Funded Accounts for FSA as well as COBRA payments from individuals, including updating systems and applicable logs or systems used for recordkeeping.
- Provides reconciliation reports annually for active accounts and terminated Administrator Funded Accounts.
- Prepares and maintains timely reports to provide analysis and trend information on Administrator Funded accounts.
- Updates employee records in management systems. Interpretation and compliance with regulations including ERISA, IRS Section 401(k), IRS Section 125, FMLA, and USERRA and maintains employee benefit files.
- Coordination of service between third party vendor(s) to the internal/external broker teams as well as functioning as a service contact for broker teams and clients in relation to the specific role.
- Processing ERISA Document requests through third party vendor document wizard and communicating expectations/delivery with internal/external broker teams and clients.
- Prepares and distributes new, existing and terminating client service packages to align expectations.
- Audits vendor invoices for accuracy.
- Prepares and maintains monthly invoicing logs and reports for service invoicing to our clients.
Maintains employee elections and beneficiary information in the management system(s), third party vendor sites as well as within internal recordkeeping files.
- Coordinates workflow to assure completion and accuracy of all employee paperwork follows corporate procedures and policies.
- Performs additional responsibilities as necessary.
Type and Scope of Supervisory Responsibilities:
· This position has no direct supervisory responsibilities.

Skills and Qualifications:
- Sound technical skills, analytical ability and good judgement.

- Ability to establish and maintain effective working relationships with executives, managers, employees and vendors.
- Latest computer technology and software packages (Excel,PowerPoint,Word)
- Working knowledge of banking mechanisms associated with service offerings of department.
- Regulatory knowledge in benefit related regulations such as ERISA, Section 125 Plans, COBRA, HIPAA, ACA, etc.
- Experience in Benefit Administrative Systems such as Selerix, Employee Navigator, Web Health systems such as but not limited to Wex Health Cloud, COBRA, and Retiree Billing systems.
Work Experience Required for this Job:
- Minimum of 3-5 years of benefits experience (exclusively or in a generalist capacity)
- Prior work experience with employee benefits within a company or broker/agency setting.
- Third Party administrative experience such as but not limited to administering Section 125 plans and/or COBRA.
