A Human Relations Eligibility Specialist position is available with the City of Fort Worth (Civil Rights Division of the Department of Diversity & Inclusion). This position is responsible for receiving and evaluating housing-related inquiries to determine jurisdiction and eligibility for investigation. They are also responsible for assessing the nature of each inquiry and redirecting individuals to the appropriate agency or resource when the City does not have jurisdiction. This position oversees compliance, monitors the conciliation agreement, maintains accurate records, and provides support to investigators as needed. It also conducts outreach to educate the public, housing providers, and community partners about fair housing laws and their responsibilities. Additionally, this position will support the Human Relations Commission as needed.

Minimum Qualifications:

  • High school diploma/GED.
  • Two (2) years of administrative and client contact experience in a social services or related program.

Preferred Qualifications:

  • Bilingual (Spanish/ English) preferred.
  • Experience handling inquiries, assessing eligibility, compliance monitoring, housing or related field preferred.
  • Knowledge of Fair Housing Act and City non-discriminatory laws, handling complaints, and ensuring compliance with legally binding agreements (e.g., conciliation or settlement agreements).
  • At least two years of experience in intake, case management, compliance monitoring fair housing or a related field.
  • Ability to handle sensitive inquiries with professionalism, empathy, and neutrality.
  • Knowledge of the Title VIII of the Civil Rights Act and related housing discrimination laws.
  • Ability to review, analyze and assess rules, regulations, laws and ordinances
  • Excellent verbal and written communication skills, with the ability to explain complex legal concepts in a clear and concise manner.
  • Strong organizational skills with attention to detail in recordkeeping and compliance monitoring.
  • Proficient in Microsoft Office (Word, Excel, Outlook, Access) and case management systems.
  • The ability to work both independently and as part of a team in a fast-paced environment.

The Eligibility Specialist job responsibilities include:

  • Receive and assess housing-related inquiries to determine jurisdiction and eligibility for investigation, ensuring accurate and timely responses.
  • Redirect individuals to appropriate agencies or resources when the City of Fort Worth does not have jurisdiction over a particular case.
  • Oversee and ensure compliance with fair housing laws and regulations and monitor the progress of conciliation agreements.
  • Maintain detailed and accurate records of housing inquiries, investigations, and conciliation agreements for reporting and auditing purposes.
  • Provide assistance to investigators by providing necessary information and documentation, facilitating the smooth progression of cases.
  • Engage in public outreach to educate housing providers, residents, and community organizations about fair housing laws, rights, and responsibilities.
  • Work closely with community organizations, housing providers, and other stakeholders to promote awareness and understanding of fair housing issues.
  • Prepare and present regular reports on inquiries, conciliation, and outreach activities to management and relevant stakeholders.
