Director, HIV Policy

Location: Person must be commutable to our Washington, DC or Durham, NC office 2-3 days a week. Work from home is allowed in a hybrid nature.
The Director, HIV Policy is a key member of the US Public Policy team. The position will work closely with the Head, Public Policy, ViiV Healthcare (ViiV) and external partners – including patient groups and industry trade groups (PhRMA and BIO) – to develop GSK’s policy strategy related to HIV for Medicare, Medicaid, the Inflation Reduction Act, and other policy areas. The position will focus on HIV policy and conduct in-depth analysis (legislation, regulation, and guidance), assess business impact, and help determine GSK/ViiV policy strategy and thought leadership on patient access, innovation, and other issues. The individual will work across the Government Affairs, Public Policy, and Patient Advocacy (GAPPA) team, market access, legal, commercial, medical and ViiV teams.
The position interacts with internal and external stakeholders to strategically analyze the impact of policies proposed by government agencies for the HIV community, develop policy positions, write comment letters, and inform stakeholders of current and evolving policy issues. This position will serve as an internal subject matter expert for HIV policy – both legislative and regulatory issues at the federal and state levels. Externally, this position engages and manages the relationships with PhRMA and BIO on select issues and engages with relevant staff within the Centers for Medicare & Medicaid Services (CMS).
The areas of remit within the purview of the Director, HIV Policy include, but are not limited to, the following:
- Leading multiple cross-functional teams to analyze, assess impact, and develop comment and response to legislation and regulations impacting patient access to medicines and health care with a focus on HIV.
- Provides sound rationale and clarity to complex policy issues.
- Educate internal stakeholders on evolving Medicare Parts B and D, IRA, 340B, PBM, and other policy issues and developments.
- Drives alignment on key issues and works proactively to develop strategies and solutions for emerging issues.
- Support Government Affairs, Market Access, HEOR, Medical, field, and other teams through targeted updates of policy changes
- Maintain network of external consultants to monitor and assess evolving program and policy changes across stakeholders.
- Participate in assigned trade association work groups to represent GSK & ViiV interests, shape industry policy positions, and inform the internal stakeholders of policy issues and decisions.
- Develop briefings and presentations for senior GSK & ViiV leaders.
Why You?
Basic Qualifications:
- Bachelor’s degree or equivalent; advanced degree preferred.
- Minimum of 5 years of experience in public health policy and knowledge of HIV policy, Medicare, Medicaid, and the IRA.
Preferred Qualifications:
- Prior pharmaceutical industry experience or experience within government agencies (e.g., CMS) is preferred
- Experience developing strategies and maintaining a strategic mindset with a focus on flawless execution of key projects to achieve business results
- Self-starter with proactive approach, excellent time management, and prioritization skills
- Experience leading and managing several projects at a time
- Excellent written, verbal, and interpersonal skills
- Experience presenting to, communicating with, and influencing senior management.
- Strong relationship management skills and ability to work in complex matrix teams.
- Demonstrated experience translating commercial and policy objectives into an aligned and actionable strategic plan.
- Brings a collaborative mindset when working with various stakeholders.
- Previous experience working with federal healthcare programs, commercial payers/providers, and managed care organizations.
- Can thrive in a collaborative work culture that promotes novel concepts in a team-based setting.
- Demonstrated analytical and independent problem-solving skills; ability to exercise sound, independent judgment; and drive collaborative decision-making.
