Job Description Summary

Organization's Summary Statement:

The Maryland Fire and Rescue Institute (MFRI) is seeking a detail-oriented and highly organized HR Program Manager to join our administrative team. This pivotal role is responsible for managing and administering a range of human resources and payroll functions, supporting over 500 part-time field instructors and staff across the state. This position plays a vital part in ensuring the accuracy and compliance of timekeeping, payroll processing, personnel actions, and HR operations.

In addition to the core responsibilities, the Manager serves as the immediate back-up to the Director of Finance and Administration, providing indirect oversight and operational continuity when needed. This role also functions as the back-up EEO Partner and Diversity Officer for the unit, contributing to compliance, equity, and inclusion initiatives.

Key Responsibilities:

• Administer biweekly payroll, one-time payments, funding source updates, and compensation changes using Workday.
• Oversee absence management, timekeeping systems, and related reporting.
• Manage HR functions such as hiring, onboarding, terminations, and I-9 compliance.
• Act as liaison with UHR for job classifications, reclassifications, and recruitment tasks.
• Maintain confidential personnel records and support employee relations matters.
• Coordinate subpoena responses and workers’ compensation documentation working with the Office of General Council.
• Support HR operations by training support staff, preparing communications, and assisting in budget-related reporting.

Supervisory Responsibilities:

While the position does not currently supervise direct reports, the incumbent will support and provide guidance to administrative staff in the absence of the Director of Finance and Administration.


Confidential/Sensitive Responsibilities:

This role regularly handles sensitive personnel matters including bargaining unit payroll issues, labor relations concerns, and other highly confidential situations requiring sound judgment and discretion.


Physical Demands:

Work is performed in an office environment and requires the ability to operate standard office equipment and keyboards. Must have the ability to lift and carry small parcels, packages and other items, to walk short distances and drive a vehicle. This position is located near fire training buildings and props. These buildings and props are used for live burns, which could periodically result in the odor of smoke throughout the administrative buildings, depending on weather conditions.

Minimum Qualifications

Education: Bachelor’s degree from an accredited college or university. Experience: Three (3) years of professional human resources or payroll experience. One (1) year leading or supervising professional staff. Other: Additional work experience as defined above may be substituted on a year for year basis for up to four (4) years of the required education. Knowledge of human resources policies and procedures, and federal, state, and other applicable human resources related laws, rules, regulations, and ordinances. Knowledge of payroll functions including preparation, balancing, internal control, and payroll taxes. Skill in oral and written communication. Skill in the use of Microsoft Office products. Ability to multi-task and prioritize assignments. Ability to interpret and apply policies, procedures, regulations, and laws.
