Overview

Noblis has an exciting leadership opportunity for a high energy, customer facing, results oriented Director, Air Force Business Development that is committed to corporate and customer mission success. Reporting directly to the Senior Director, DoD Capture & Business Development, Defense Mission Area.  This leader will drive the strategic direction and execute on all business development, capture and proposal management activities across the Air Force market. The director will be responsible for developing customer and partner relationships to strengthen the BD pipeline and support growth goals of $100+ million in annual revenue within the next 5 years.

 

Responsibilities

 

The Air Force Business Development Director is responsible for the identification, pursuit, capture, proposal submission of all opportunities in his/her assigned account. The qualified candidate must thrive in an environment where they are responsible for the management and execution of the full capture life cycle across multiple simultaneous pursuits and proposals across the US Air Force. We are looking for a highly motivated, detail-oriented, self-directed individual to qualify new business opportunities, develop winning capture strategies, and execute the strategies to successfully capture identified opportunities. In performing this role, he/she will be expected to collaborate with cross-functional team members as well as operational leadership, and SMEs in the Defense Mission Area. The incumbent will be responsible for ensuring sufficient customer intimacy is developed in the assigned account and will develop the customer engagement approach and execute the win strategy through the business development life cycle, to include solution development, teaming strategy, competitor assessment, and bidding strategy necessary to position and lead Noblis through a successful capture via competitive proposals.

 

This position requires a self-starter with a background working in federal R&D/S&T markets, with an ability to grasp advanced technical concepts across a variety of science disciplines, and with a high aptitude for advanced technology requirements.  The candidate is expected to exercise sound judgment within broadly defined practices and policies and report directly to the Senior Director of Defense Business Development and Capture.

 

Detailed Position Requirements

  • Develop and achieve growth targets through the identification and capture of new Air Force business
  • Leverage existing customer relationships and establish and cultivate new relationships with key Air Force clients and related entities.
  • Ensure that appropriate strategic alliances are formed with other organizations (internal and external) to support client missions and growth goals.
  • Lead the development of win strategies through competitive analysis, pricing analysis, teaming, solution reviews, and client engagement; document through development and execution of comprehensive capture plans
  • Support the use of the Noblis business development/capture development process, leveraging industry-standard BD processes, tools, and techniques.
  • Develop and maintain a comprehensive account plan covering Department of the Air Force target market areas for strategic business development and long-term growth
  • Work collaboratively to identify and acquire new business for Noblis and its customers.
  • Formulate market strategies and plans to close on opportunities driving all aspects from Explore to Pursuit through Pre-Proposal and Proposal development/submission phases
  • Identify and target specific customers for growth opportunities based on past performance and contract placement.
  • Gather, assess, and validate customer requirements, issues, and risks
  • Develop value propositions and identify/develop early win strategies
  • Plan and participate in opportunity activities, to include white papers, RFIs, sources sought, workshops, industry events, opportunity gate reviews, black hat sessions, collaboration sessions, and proposal color team reviews
  • Maintain the opportunity record in the corporate CRM tool and record all capture activities to promote transparency and business continuity
  • Brief capture status regularly at specified milestones in the capture process, when material changes occur and as needed.
  • Conduct after action reviews for all business opportunities, document lessons learned and identify necessary adjustments to capture technique, strategy, and actions.
