Position Description

This Serco opportunity supports the fielding and sustainment of the US Army’s and US Navy’s Public Safety Answering Point (PSAP) 911 capability. As a prime contractor, Serco provides the DoD with system design, integration, installation, and sustainment of critical technologies to keep our Warfighters, families, and base personnel safe.
You will lead a large team of engineers, technicians, field service representatives, budget analysts, and other support personnel to collaborate closely with our customers to deliver quality solutions. Our team conducts site survey, design, system installation and de-installation, maintenance, remote support, shipping, disposal, and cybersecurity functions for DoD installations globally.
Qualifications
You will apply your broad knowledge of emergency management and proven leadership skills in system fielding, financial management, and supplier management to field and sustain PSAP and security capabilities.
- You will be responsible for lifecycle management of PSAP and Anti-Terrorism/Force Protection (AT/FP) families of systems. You will be the contract focal point for Integrated Product Support (IPS).
- You will lead your team to provide support functions for multiple commercial hardware and software systems.
- You will manage contract budgets and staffing.
- You will develop and manage customer and business partner relationships.
- You will be responsible for all program-level strategic planning, proactive monitoring of progress, and issue resolution.
To be successful in this role, you will have:
- DoD Secret Security Clearance or the ability to obtain and maintain a DoD Secret Security Clearance.
- Bachelor’s degree in business administration, Business Management, IT Management, or a related field related to the job description listed above.
- At least ten (10) years’ experience in DoD emergency management with relevant experience within the last three (3) years.
- At least ten (10) years’ experience with business process optimization, strategic sourcing, supplier/subcontractor management, financial/cost management, field support, and readiness management.
- Be willing to travel up to 50%.
Additional desired Experience, Skills, Certification:
- Demonstrated effectiveness leading large teams to achieve project results.
- Experience supporting geographically dispersed teams.
- Familiarity with Army emergency-management technologies and programs.
- Familiarity with Program Manager for Integrated Enterprise Network (PM IEN) programs.
- Prior employment with both DoD PSAP programs and emergency-management commercial vendors
- Active Project Management Professional (PMP) Certification (please add your ID number to your profile or list it on your resume).
Preferred or Additional desired experience, education, skills:
- Former military, Army experience is preferred.
- Master’s degree in relevant field.
Previous experience in the following Labor Categories:

Enterprise Architect/ System Engineer
- IT Manager and responsible for up to 50 employees in an engineering firm or Telecommunication firm

In compliance with state and local laws regarding pay transparency, the salary range for this role is $93,000 to $180,000.00; however, Serco considers several factors when extending an offer, including but not limited to, the role and associated responsibilities, a candidate's work experience, education/training, and key skills.
