About the role

Overview

We are seeking a Project Controls Specialist to support large, complex programs by providing expertise in planning, scheduling, cost engineering, and earned value management (EVM). This role is ideal for professionals with a strong background in project controls who can work independently, manage competing priorities, and deliver high-quality results.

Depending on experience, this position may be filled at the Project Controls 2 (intermediate) or Project Controls 3 (senior) level.

Key Responsibilities

  • Develop, maintain, and monitor project schedules using industry-standard scheduling tools.

  • Perform cost engineering functions, including estimating, cost control, variance analysis, and financial reporting.

  • Support earned value management (EVM) processes to ensure compliance with federal standards (EIA-748).

  • Assist with change control processes, tracking project performance metrics, and reporting on project variances.

  • Partner with project managers, stakeholders, and technical staff to provide project performance insights.

  • Ensure projects are executed in alignment with scope, budget, and schedule requirements.

  • At the senior level, lead project controls efforts independently, serve as a subject matter expert, and provide mentoring to junior staff.

Qualifications

Required (all levels):

  • Bachelor’s degree in a related field (business, engineering, finance, or similar) or equivalent experience.

  • Hands-on experience with project controls functions in scheduling and cost engineering.

  • Proficiency with scheduling software (e.g., Primavera P6) and business tools (e.g., Microsoft Office Suite).

  • Strong analytical, organizational, and communication skills.

  • Ability to prioritize and complete multiple tasks under strict deadlines.

Additional for Level 3 (senior):

  • 6+ years of relevant project controls experience.

  • Ability to work with minimal supervision and manage complex projects independently.

  • Experience presenting project performance to senior management and stakeholders.

  • Demonstrated leadership, mentoring, and stakeholder engagement skills.

Desired Skills

  • Experience working in an earned value management (EVM) environment.

  • Familiarity with cost control software (e.g., Cobra).

  • Experience supporting large-scale, federally funded, or highly regulated programs.

  • Knowledge of compliance frameworks related to project management and reporting.
