Position Overview

The Bureau of Water is seeking a qualified individual to serve as Public Water Supplies, Drinking Water Compliance Assurance, Section Manager. The selected candidate will possess strong leadership and communication skills and be willing to use innovative ways to guide the Drinking Water Compliance Assurance Section and its staff consisting of approximately 10 individuals to achieve goals and missions of the Illinois Environmental Protection Agency (IEPA). 

 As a leader for the Section, the individual in this position will frequently represent the IEPA and Bureau of Water at various levels explaining policies to state, federal and local governments, industry, public interest groups, and stakeholders.  This individual should also possess the knowledge and experience to initiate and establish policies, standards and procedural guidelines for all Drinking Water Compliance Assurance Section operations.

Essential Functions

• Serves as the Section Manager of the Compliance Assurance Section (CAS), Public Water Supplies (PWS) Division, Bureau of Water (BOW)
• Directs, coordinates, and reviews the activities of the public water supply operator and wastewater operator certification programs and compliance with State and federal operator certification rules and regulations.
• Serves as full-line supervisor
• Initiates timely and effective enforcement actions in response to significant non-compliance including the presentation of significant violations to the BOW Enforcement Decision Group.
• Serves on management committees.
• Presents compliance information in a form usable by other professional personnel within and outside the Agency as well as the general public.
• Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

• Requires knowledge, skill and mental development equivalent to completion of four years of college.
• Requires prior experience equivalent to four years of progressively responsible administrative experience in environmental water and/or public water pollution control

Preferred Qualifications

• Prefers at least (4) four years of experience in applying state and federal laws and regulations specific to the compliance requirements of the Safe Drinking Water Act.
• Prefers at least (4) four years of experience with the issuance of violation notices and public notice requirements.
• Prefers at least (4) four years of experience in supervising staff in a professional setting.
• Prefers at least (4) four years of experience in the administration of water quality monitoring and compliance requirements of the Safe Drinking Water Act.
