Summary
Save the Children is currently recruiting a Deputy Chief of Party for a five-year USAID-funded Leader with Associates opportunity. The proposed Evidence for Cost-Effectiveness (ECE) activity will (1) provide a platform for academics from the social and behavioral sciences to engage with USAID design teams – in order to integrate existing evidence from high-quality evaluations into USAID activity designs, as well as to ensure high-quality, randomized evaluations are included in new USAID activity designs; and (2) ensure resulting evidence strengthens USAID’s current and future programming by presenting the causal impact per dollar of its programs, and contributes to the global evidence base used to improve policy and programming of other development partners. The ECE award is aimed at making it easier for USAID staff to fund impact evaluations, understand evidence, and use the best tools available to social science to guide program design and inform project management.
What You’ll Be Doing (Essential Duties)
The Deputy Chief of Party (DCOP) will manage ECE implementation under the supervision of the Chief of Party, ensuring quality results and coordinated efforts across Consortium members and Associate Awards. The DCOP will also oversee systems to secure engagement with academics and academic institutions.
Consortium Management and Leadership (45%)
- With the COP Director, co-lead strategic direction-setting and ensure program implementation is in alignment with the priorities of the USAID Office of the Chief Economist.
- Build strong relationships with Consortium member leads and support their successful performance, including establishing effective teamwork mechanisms across the consortium.
- Lead development and support implementation of effective processes for work planning, performance monitoring, and budget forecasting and monitoring.
- Develop and sustain systems to secure and sustain positive working relationships with academics and academic institutions that will engage in research and evidence through the project.
- Lead the use of organizational learning and adaptive management processes to continually improve program quality and effectiveness.
- Exercises independent judgment and discretion on significant matters.
Associate Awards (35%):
- Lead the Consortium to respond to Associate Award RFAs issued by USAID, including overseeing proposal development either by staff or consultants.
- Establish effective mechanisms for coordination, collaboration and dissemination of learning across ECE and its constellation of Associate Awards.
Human Resource Management (15%):
- Supervise the Director of Budget & Award Management to ensure effective human resource development and management processes.
- Support the COP in ensuring that the program has sufficient human resource capacity to deliver its mandate through strategic staffing, staff development, and use of consultants.
- Promote a culture of continuous learning, adaptation and innovation within the consortium.
External Partnerships and Representation (5%):
- Support effective coordination, collaboration and learning partnerships with the ECE Agreement Office Representative (AOR) and other key USAID stakeholders and support mechanisms.
- Support the design and delivery of consultative processes that strengthen mutual understanding and collaboration between OCE, participating USAID Missions and its implementing partners
Required Qualifications
- Minimum 7-10 years of experience managing large-scale international development activities, in a technical or operational role.
- Experience in managing multi-partner consortium projects, preferably USAID.
- Bachelor’s degree or equivalent relevant experience required.
- Experience providing leadership to diverse teams of highly experienced professionals.
- Strong level of relevant knowledge, skills, and experience related to managing associate award programs and grants.
- Ability to network and communicate with a wide range of stakeholders.
- Availability to travel internationally up to 10%.
