The Opportunity

Our Safety and Technical Services Group is currently looking to add a Manager, Safety Strategy & Governance (S&G) to the team, based in Houston, TX; Calgary, AB or Charleston, WV.

Reporting to the Director of Process Safety & Services, this position is responsible to deliver exceptional safety performance across TC Energy’s integrated gas and power businesses. This position sets out the safety expertise to define safety requirements for Occupational Safety, Occupational Health, Industrial Hygiene, and Emergency Management defined in the TC operating management system, policies and practices and delivers the safety strategy, tools, and expertise to mitigate significant health and safety risks.

  

What you’ll do 

  • Provide leadership and strategic direction to an experienced team of Health and Safety subject matter experts in service of Corporate and Business unit objectives
  • Be accountable for the enterprise safety requirements and strategy that encompasses occupational health, industrial hygiene, emergency management and occupational safety to drive continuous improvement in our safety performance
  • Collaborate with Business Unit, Field Safety teams, Safety & Technical Services stakeholders on safety performance and prioritize safety strategies based on learning from incidents, assurance of Operating Management System requirements, and business unit objectives
  • Performance management of team, including hiring of personnel and establish personal accountability
  • Support a learning culture through promotion and communication of shared organizational learnings
  • Lead key safety assessments, safety initiatives, safety communities of practice and committees
  • Build safety leadership training and frontline worker safety training plans and training content development
  • Present key safety strategies and pathways to senior leaders across TC Energy and to Board of Directors, as requested
  • Interface with external regulators, contractors, and Industry Groups to support TC Energy safety objectives and influence advancements in safety
  • Identify training opportunities for safety personnel across the organization to improve the cultural maturity of safety at TC Energy
  • Participate and identify opportunities for safety subject matter expertise involvement in; investigations, internal assessments, and creation of preventative and corrective actions as required.
  • Develop and maintain safety specifications, standards, procedures, best practices, reference aids, and tools relating to safety
  • Develop and manage budget for team and identify budget impacts for business units to align with the TC budget planning cycle
  • Contribute to the IS roadmap and annual IS budget planning

Minimum Qualifications 

  • 15 years of related experience
  • Post-secondary education in a safety related discipline (process safety engineering, occupational safety, etc.)
  • Five years of leadership experience
  • Certification or accreditation in a safety discipline (CRSP, CSP, etc.) or recognized equivalent
  • Proven competency leading industry safety standards, process, practices and tools

  

Preferred Qualifications 

  • Experience in the upstream and midstream oil and gas and/or power generating industry(s)
  • Fluent written and oral French and/or Spanish language skills
  • Strong working knowledge of various Regulatory Frameworks and Environments within which TC Operates
  • Training in the areas of investigations, and assurance/audits
  • Working knowledges of safety metrics, process safety, management systems, and pipeline and gas facility operations

  

This position requires candidates to: 

  • Have current, valid authorization to travel internationally (including but not limited to Canada, US and Mexico)
  • Travel across North America to other company or supplier locations for temporary assignments, meetings or training (estimated up 15% of work schedule)
  • Have and maintain a valid driver's license and provide a driver's abstract for review
