Position Overview

The Division of Public Water Supply/Bureau of Water is seeking a qualified individual to serve as the Field Operations Section (FOS) Manager located in Springfield, IL. The selected candidate will possess strong leadership and communication skills and be willing to use innovative ways to guide the FOS and its staff consisting of approximately 21 individuals to achieve goals and missions of the Illinois Environmental Protection Agency (IEPA).  As a leader for the FOS Section, the individual in this position will frequently represent the IEPA and Public Water Supply/Bureau of Water at various levels explaining policies to state, federal and local governments, industry, public interest groups, and stakeholders.  This individual should also possess the knowledge and experience to initiate and establish policies, standards and procedural guidelines for all FOS operations.

Essential Functions

  • Serves as the Division of Public Water Supply (DPWS)/Bureau of Water (BOW), Field Operations Section (FOS) Manager;
  • Serves as full-line supervisor:
  • Directs staff to ensure technical personnel within the FOS assist water supply officials and operators during all emergencies, including chemical spills, contamination episodes, floods, droughts, or other natural and man-made disasters;
  • Coordinates compliance and enforcement activities with other Illinois EPA sections/units, Illinois Attorney General’s Office, U. S. EPA and other State and Federal Agencies to assure compliance with Illinois regulations identical in substance to the SDWA, Federal Register and other State regulations subject to the authority of the Illinois EPA.
  • Coordinates all FOS aspects of the State and Federal Revolving Loan Fund program.
