The Office of Innovation & Technology (OIT) is the central IT agency for the City of Philadelphia headed by the Chief Information Officer (CIO). OIT oversees all major information and communications technology initiatives for the City of Philadelphia - increasing the effectiveness of the information technology infrastructure, where the services provided are advanced, optimized, and responsive to the needs of the City of Philadelphia’s businesses, residents, and visitors. OIT responsibilities include: identifying the most effective approach for implementing new information technology directions throughout city government; improving the value of the city’s technology assets and the return on the city’s technology investments; ensuring data security continuity; planning for continuing operations in the event of disruption of information technology or communications services; and supporting accountable, efficient and effective government across every city department, board, commission and agency.
Job Description
The Philadelphia Water Department (PWD) is responsible for the processing and treatment of drinking water, wastewater, and storm water in the City of Philadelphia. PWD employs approximately 2200 people across 16 sites throughout the City.
The Information Systems & Technology group (IS&T) in PWD is responsible for developing\maintaining applications, data center management, server\application virtualization, storage, backups, Active Directory, and other technologies. IS&T is seeking a Systems Engineer with a deep understanding of Windows operating systems, computer hardware, SCCM, and Active Directory. The successful candidate will have at least 5 years of experience working with Windows and Active Directory. Attention to detail and excellent written and verbal communications skills are required. The ability to Work in a team environment, as well as being self-motivated, and having a professional demeanor are essential to the position along with working nonstandard hours including nights and weekends.
Essential Functions
• Managing\updating Active Directory DNS and DHCP
• Management of computer and server operating systems
• Deployment and maintenance of servers and cloud services
• Ensure security, performance, and analyze diagnostics on all Windows application platforms
• Management of SCCM
• Work with team members to successfully deploy third party and custom applications
• Windows updates for servers and workstations
• Participate in 24X7 on-call rotation
• Other duties as required
Competencies, Knowledge, Skills and Abilities
• Knowledge of SCCM
• Aptitude with Group Policies and Windows Server Security Policies
• Configuring, testing, and implementing Windows servers.
• Knowledge of network storage devices
• Active Directory including group policy
• SQL deployment and optimization
• Develop and improve operational procedures.
• Develop and maintain documentation.
• Monitor availability and performance of all systems.
• Provide level 3 systems troubleshooting & problem resolution
• Knowledge of backup solutions
• Other Duties as assigned

Qualifications
Bachelor’s degree (B.S.) or above from a credited college or university in computer science or related field necessary.
Or
Any equivalent combination of education and experience determined to be acceptable by the Department of Technology and Human Resources.
And
Minimum of 5 years’ technical experience designing and configuring highly available system solutions.
