Position Description

Serco has an immediate need for an experienced Program Analyst (Deputy Task Lead) in Shipbuilding - Production & Quality focus - role at the Washington Navy Yard (WNY) in Washington, DC, that will allow you to make an impact and have influence every day on the future of the Navy. This is a unique opportunity to contribute to one of the Navy’s most advanced surface combatant programs. You will provide critical programmatic support to ensure successful acquisition, construction, and delivery of the next-generation frigates.

 

This position is contingent upon your ability to obtain and maintain a DoD Secret level clearance post-employment.

 

Serco supports the US Navy as a prime for providing engineering and production support on the FFG-62 (Guided Missile Frigate) program.   In this role, you will become part of a skilled group of production and quality engineers, field technicians, and programmatic experts with a mission to improve the efficiency and quality of the shipyard’s processes and to deliver a safe and reliable ship to the US Navy.

 

As the Deputy Task Lead (WNY Site Lead), you will directly support the PMS 515 Program Production team and lead Serco efforts in that support.  You will help production and program analysts and technicians with expertise in scheduling, production, and quality assurance, that support PMS 515, the local SUPSHIP office.  You will coordinate the insights gained from our waterfront team in Marinette with the programmatic needs of PMS 515.  This team surveils industry production performance (progress and quality) and work conditions (safety, fire prevention, care and protection) and witnesses factory equipment testing, conducts 3D model and 2D drawing reviews, analyzes and developments risk assessments of industry schedules. They provide oversight and insight that our Navy customer relies heavily on.  Each individual’s skillset is utilized to provide support to the program office team as well as SUPSHIP and the shipbuilder’s team, all sharing a common goal to successfully build, test and deliver multiple FFGs to the next generation of sailors.

 

In this role you will:

  • Support PMS 515 in managing cost, schedule, and performance of the Constellation Class shipbuilding program.
  • Develop and analyze production metrics to make recommendations and inform Programmatic decision making.
  • Embed directly with PMS 515 Production leadership team to ensure alignment of program office priorities and taskings across the Serco production and quality team.
  • Track program milestones, risk mitigation strategies, and contract deliverables.
  • Participate and assist in leading Integrated Product Teams (Swarms), shipbuilding meetings, and program reviews.
  • Provide guidance and leadership to the production and quality engineering, technician, and analyst team in all areas of new construction shipbuilding.
  • Directly supervise and manage the daily activities and deliverables of the Washington Navy Yard (WNY) production support team.
  • Aid in the development of junior production analysts that are part of the WNY program office support team to support short-term and long-term contract efforts and support of PMS 515P.
  • Contribute to the development of strategies in alignment with program objectives and help develop 515P’s strategic plan.
  • Participate in scheduled meetings with PMS 515, SUPSHIP, shipyard personnel and subcontractors, providing inputs and insight as necessary.
  • Develop and submit weekly and monthly reports of all completed activities to task lead.
  • Provide support and coordination to the local SUPSHIP team as needed.
  • Cultivate positive relationships with internal and external stakeholders
  • Perform additional duties and responsibilities as assigned.

Qualifications

To be successful in this role, you will have:

  • A current DOD security clearance or ability to obtain and maintain an Active DOD Secret Clearance.
  • Bachelor’s degree and 5 years of program office, ship production support and oversight experience. In some cases, educational requirements may be adjusted or waived for 9 or more years of relevant work experience.
  • Strong critical thinking skills, as well as customer organizational level communication and interpersonal skills.
  • Exceptional organizational and planning skills, with ability to manage multiple tasks and personnel simultaneously.
  • Ability to effectively communicate and interface with customers, stakeholders, and industry personnel, with particular attention to rapid generation of presentations for stakeholder leadership.
  • Proficiency in MS Word, Excel & PowerPoint.
