About the role

Responsibilities

The Senior Resource Analyst creates and administers the client Cost Recovery/Fee for Service Model plus prepares client fiscal forecasts based on historical data and client project engineer and manager provided cost estimates.  Specific responsibilities of this position within the client’s resource team include:  building and maintaining a client Cost Recovery/Fee for Service Model based on client requirements and client current business practices, overseeing evolution of the Model as the client mission evolves, and administering application of this Model as an integral part of the client budget process.  The Cost Recovery/Fee for Service Model uses actual cost performance inputs, previous financial performance data, expense reports, and other financial inputs as available.  Additional responsibilities of this positon are executing funds that have been collected via the Model to fund various other source vehicles, monitoring and tracking implementation of client financial policies, preparing regular and special financial reports, maintaining historical records analyzing trends, tracking performance against schedule, establishing cost rates and tracking fund types, which include amount and paying office information consistent with requirements.  Other responsibilities are recommending and interpreting client budgetary policies and procedures, preparing comparative evaluations of actual costs against budget funds, and determining rationale for variances between costs and the Cost Model.  Also the Senior Resource Analyst analyzes client provides resource, budget, and accounting reports for the purpose of maintaining expenditure controls to include preparing regular and special cost model reports, and proactively identifying and documenting variances to provide actionable guidance and technical assistance to both client senior managers as well as project managers within the client organization. 

Qualifications

Required Qualifications:

  • Active TS/SCI with Polygraph level clearance
  • Bachelors degree in Business Management, Finance, or equivalent
  • 10+ years resource management, budget, planning, and execution experience
  • 3+ years program/project portfolio management experience
  • Direct experience managing large (multimillion dollar) budgets in the client organization
  • Hands-on experience with client financial systems (e.g., BASIS, etc.)
  • Ability to organize information, establish, and implement resource management processes
  • Ability to work collaboratively with a broad range of stakeholders across client and external stakeholder organizational boundaries to accomplish mission goals
  • Strong MS Office skills, including Powerpoint, Word, and Excel

Desired Qualifications:

  • Masters degree in a related field
  • CPA
  • Experience in large-scale organizational transitions and stand-ups
  • Tableau (data visualization/business intelligence application)

Target Salary Range

$146,000 - $234,000. This represents the typical salary range for this position based on experience and other factors.
