Job Summary:

The Arizona Department of Administration (ADOA), Director's Office - Financial Planning & Analysis (FP&A) unit, is looking for a highly motivated and experienced Senior Finance Administrator to join our team!

Working directly under the agency's Chief Financial Officer, you will play a key role in shaping the agency's financial future. You will lead the development and implementation of agency-wide budget strategies that support our organizational goals and ensure responsible financial management. This includes establishing strong budget controls, overseeing our financial planning and analysis (FP&A) system, and conducting in-depth analysis of financial and policy issues to inform data-driven decisions. In addition to these critical responsibilities, you will utilize your leadership and communication skills to manage a team and collaborate effectively with stakeholders across the agency and beyond.

Job Duties:
  • Develop and implement the agency's budget strategies and controls:
    • Develop and execute budget strategies across the agency, ensuring alignment with the organization's strategic goals and promoting sound fiscal stewardship
    • Lead planning and forecasting functions and incorporate performance measurement to optimize resource allocation
    • Establish comprehensive budget controls and policies, including developing allocation methodologies, managing budget timelines and workflows, and implementing procedures for budget estimates and revisions
  • Lead and manage assigned budget team staff members:
    • Manage a team of analysts, finance administrators, and other staff
    • Efficiently allocate personal and team resources in a fast-paced environment with shifting priorities
  • Administer the agency's financial planning and analysis (FP&A) system:
    • Develop and maintain financial models, direct user access and security roles, ensure data integrity and system integrations, generate reports, and train staff on system use
    • Lead efforts to improve the system and its functionality
  • Coordinate with internal and external stakeholders:
    • Support the department's budget and business plans by coordinating assignments, providing guidance to divisions, and facilitating regular communication and collaboration between the budget team, accounting team, and business operations staff to ensure alignment on financial goals and strategies
    • Represent the department on budget-related matters to internal and external stakeholders
  • Analyze and report on financial, legislative, and policy issues:
    • Conduct rigorous analysis of financial, legislative, and policy issues to determine fiscal impacts, identify potential risks, and develop recommendations
    • Monitor actual revenues and expenditures to ensure adherence to budget controls
    • Prepare budget summaries, memos, reports, and the department's annual budget submission for agency leadership
