Job Description
The Encore Boston Harbor Senior Buyer, Facilities and Construction will be responsible for coordinating, and purchasing materials, services, and equipment required for Encore’s Facilities, Construction, and Maintenance Departments.
Job Responsibilities:
- Oversee purchasing/buying effort for the entire department
- Source and competitively price/bid everything purchased
- Develop proactive purchasing plan for all expendables
- Manage the blanket purchase order list and all associated costs
- Create the purchasing process for the department and train staff
- Process invoices for payment to the vendors as instructed by the management team
- Assist vendors with processing invoices within a timely manner
- Create purchase requisitions as required
- Monitor POs pending deliveries for Engineering and capital projects as required
- Train managers to provide accurate information to enhance purchasing
- Review the monthly financials with leadership team (must include all monthly cost expenditures including purchase orders, invoices, and commitments etc.)
- Oversee cost reimbursement system from tenants, includes monthly billings for labor and material
- Provide monthly report planned versus actual
- Oversee all annual maintenance contracts (rebid as required)
- Oversee cost allocation process to internal clients
- Train managers in the Birch Street application
- Perform any other job-related duties as assigned
Qualifications

AGE and LICENSING:
21 years of age or above
Will be required to obtain and maintain a license issued by the Massachusetts Gaming Commission.
EDUCATION and/or EXPERIENCE:
A BA/BS degree required, with preference for a major in business administration.
A minimum of 7 to 10 years of progressively responsible work experience in a purchasing role.
Proven experience working in a large Procurement Department.
Experience negotiating complex long-term contracts.
Knowledge of the facilities and construction industry strongly preferred.
Proficiency with Microsoft Office products (Excel, Word, and PowerPoint).
Experience with an integrated ERP system such as SAP, Oracle, PeopleSoft, Workday, or BirchStreet is highly desirable.
LANGUAGE SKILLS:
Ability to fluently read and speak English, analyze, and interpret documents, such as business periodicals, professional journals, technical procedures, market reports, or governmental regulations. Ability to write detailed instructions and correspondence. Ability to effectively present information in one-on-one and group situations.
MATHEMATICAL SKILLS & REASONING ABILITY:
Ability to work with mathematical concepts such as probability and statistical inference. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations. Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to analyze supplier financial proposals to forecast, model, and succinctly present to management potential costs and cost savings.
