Description

Overview
Under the general direction of the CFO and the Senior Director of Budget and Planning, Budget Analysts prepare and oversee the development and management of the Library's operating and capital budgets, maintain multi-year financial plans, assist managers throughout the Library by providing analyses of the budgets for their units, and advise the Development and Government Affairs Offices in the preparation of private and government funding proposals. This Senior Budget Analyst role will have responsibility for a complex portfolio with significant analytical needs and will need to be able to communicate clearly and articulately.   

We are looking for someone we can count on to:
Own:
  • The budget needs of their assigned portfolio, including meeting in person with the people they support, understanding and explaining their budgets, cost centers, funding sources, and project codes, processing amendments, providing ad-hoc analyses, and building the next year’s budget.
Teach:
  • And support the educational needs of their client areas, particularly around how to use Workday, how to read budgets, and how to know where funding is available.
Learn:
  • How to use Workday at a granular level, what the needs are of Procurement, Accounts Payable, and Accounting, and how to work with Development.
Improve:
  • Workflow considerably by (a) assuming some responsibilities previously covered by a now-vacant position, (b) assuming responsibilities redistributed from another Senior Budget Analyst and the Senior Director of Budget and Planning, where the workload is disproportionately heavy, and (c) suggesting ways to streamline the budget prep and financial plan update processes. 
Some expectations for this role are that within:
1 month, this person will:
  • Have met in person all the clients they support and everyone in Finance; understand the cost centers, project codes, and funding sources in their portfolio; be familiar with spend category definitions; understand the basic reports in Workday; and know how to process all kinds of budget amendments.
3 months, this person will:
  • Build on the above (skills learned in 1 month) including being more comfortable in Workday, plus:  know how to run reports in TM1; send out meaningful Monthly Budget Reports; understand RATS forms and attend RATS meetings; and have met with people in DEV.
6 months and beyond, this person will:
  • Build on the above (skills learned in 1 and 3 months) and be able to perform ad-hoc analyses as required by the budget team or their clients, with minimal supervision and review.

Responsibilities
  • Provide budgetary support to specific “client groups” throughout the Library, generally supporting and serving as the primary finance liaison to at least one Chief Officer.
  • Support and advise senior management (Chief Officers), center directors, and department managers in all aspects of budget matters, providing in-depth fiscal analysis for Library programs and administrative functions.
  • As part of a team of analysts, support the annual and multi-year budget process and planning exercises.  
  • Prepare routine and ad-hoc financial reports and presentations, presenting complex financial information in a simplified, clear manner.
  • Work closely with managers throughout the Library on the preparation and reporting of grant and gift proposals.
  • Support daily budget operations by initiating, reviewing, monitoring, and expediting budget modifications, and overseeing requests to ensure compliance with approved financial plans and cost-effective techniques.
  • Train non-finance staff in the use of budget management tools and Library financial policies and procedures.
  • Perform related duties as required.

Required Education, Experience & Skills

Required Education & Certifications
  • Bachelor’s Degree required
  • Master’s degree in Business, Public Administration, Finance, Economics, or a related field preferred
Required Experience
5+ years of work experience as a budget analyst in a related field
Required Skills
  • Excellent interpersonal, oral and written communication skills
  • The ability to work both independen
