Job Description:

For our Human-in-the-Loop (HITL) support for FOIA/PA, the Quality Control Manager oversees the quality analysis process of FOIA/PA requests and provides leadership to the quality control analysts performing quality audits of completed FOIA/PA requests. The role focuses on quality control, metrics and defects to ensure the highest quality output completing redaction of Veteran files. The candidate will work closely with the FOIA/PA technical tools staff and FOIA/PA subject matter experts (SMEs) to define quality controls and to meet the FOIA/PA completed throughput capacity required. Candidates must have a REAL ID.

Responsibilities:

  • Manages the FOIA/PA quality analysis process and provides leadership to ensure the external and internal requirements are met before redacted documents are delivered to VBA customer.

  • Lead regular meetings to cultivate effective working relationships between cross-functional groups for the development of action plans to address quality issues.

  • Manages quality control analysts and ensures quality control standards are met.

  • Interacts with FOIA/PA subject matter experts to ensure technical accuracy of completed redaction documents.

  • Audits training classes at subcontractor sites based on a training schedule. Travel is required to conduct these on-site training classes at subcontractor facilities.

  • Uses professional judgement to ingest VBA quality standards into the FOIA/PA redaction business rules and processes.

  • Maintains current knowledge of FOIA/PA technology, functionality and capabilities.

  • Build and maintain productive relationships across internal teams, external partners, and executive leadership.

  • Participate in cross-functional FOIA/PA working groups to address service delivery challenges and improve inter-agency coordination

Qualifications:

  • 7+ years of progressive quality control experience with a BA/BS degree

  • 2+ years of experience evaluating redacted documents for FOIA or PA purposes

  • Expertise in process improvement, technology adoption, and stakeholder engagement strategies.

  • Outstanding written and verbal communication skills with the ability to present to business leaders

  • Must be able to obtain a Position of Trust and successfully pass a thorough Government background screening process requiring the completion of detailed forms and fingerprinting 

DESIRED QUALIFICATIONS

  • Master's degree

  • Current or previous Veterans Affairs experience

  • Experience developing technical presentations and/or writing and presenting business case and white papers or writing and contributing to industry proposals is a plus

The likely salary range for this position is $127,500 - $172,500. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
