We are seeking a Project Manager to support the National Institutes of Health’s (NIH), world renowned National Institute of Allergy and Infectious Diseases (NIAID) in Bethesda, MD. Responsibilities

• Assist with implementing the lab’s scientific polices and research vision.
• Collaborate with scientific and administrative leadership on policy interpretation and implementation.
• Draft recommendation memos and other justification documents for scientific positions.
• Formulate annual and multi-year budget estimates and generate reports for the Federal Task Leader.
• Assist the Federal Task Leader in long-range financial planning for the current and future years.
• Provide support to the lab and facility managers on projections and funding for new initiatives.
• Identify policies, constraints and available funds that affect the program objectives.
• Collect data and prepare budgetary information in response to requests from AO or the program.
• Monitor operating fund expenditures.
• Assist with special budget or grant requests (CRADA’s, etc.).
• Provide monthly financial reports and as needed.
• Assist with tracking personnel actions – such as hiring, retirement, etc.
• Coordinate with the AO and HR team to ensure compliance with federal hiring practices.
• Facilitate development of standards, procedural documents and SOPs.
• Coordinate with lab staff to ensure consensus operations.
• Prepare monthly situational reports.
• Assist with procurement and shipment, and organize receipts.
• Assist with AMBIS purchases.
• Maintain monthly inventory of laboratory supplies and provide monthly report.
• Assist the Federal Task Leader with yearly budget and keeping track of personnel end dates.
• Assist and coordinate with the Federal Task Leader in preparation of quadrennial LMVR scientific reports.

Qualifications

• BS/BA degree in Business with 2 years of work experience. Or Ph.D. in Biological Sciences with 2 years of management work experience – managing complex laboratory with multiple research projects.
• Ability to apply scientific expertise and knowledge of biomedical research methods.
• Excellent writing and communication skills.
• Experience with financial planning (formulating annual and multi-year budget estimates).
• Experience creating standard operating procedures and coordinating compliance with staff members.
• Extensive reporting experience (generating and reconciling*), highly preferred.
• Familiarity with the NIH organizational structure, its goals, objectives, programs, and policies desired.
• Familiarity with federal hiring practices, strongly desired.
