Summary

GENERAL STATEMENT OF JOB 

Under limited supervision, this position develops and maintains written objective, policies and procedures, organizational plans, and a quality assurance program for substance abuse counseling services, prevention and family services programs. Oversees daily operations of the Methadone Program. Reports to the Clinical Manager.  

ESSENTIAL JOB FUNCTIONS

Ensures compliance with city, state, and federal rules, regulations, etc.; manages programs to ensure attainment of state mandatory program standard performance contract requirements; and monitors programmatic aspects of contractual services agreements for compliance with scope of service and program evaluation criteria.

Implements and evaluates program policies and procedures in order to provide effective prevention and intervention services in compliance with federal, state, and local guidelines and regulations; maintains all Drug Enforcement Administration (DEA), Board of Pharmacy, Council State Associations Presidents (CSAP), Commission Accreditation Rehabilitation Facilities (CARF) facilitator requirements and compliance standards.

Prepares monthly reports for the state regarding Methadone Logic Models for the State Improvement Plan, reports all outcome measurement data for CARF; corrective action plans for licensing agencies when needed; and CMR when funds are received.

Compiles prevention program performance data on a quarterly and annually basis; prepares written reports and other statistical data as required annually; and assigns clients to caseload and monitor ratio for state's compliance. 

Responsible for the effective supervision and administration to include budget preparation and monitoring expenditures, staff development and training, succession planning, performance management, employee relations, prioritizing and assigning work and related activities.

Supervises staff in the delivery of prevention services and programs; complies with all Advanced Recovery Systems (ARS) policies and procedures; supervises staff to assure timely completion of work; completes chart audits on admission and discharges; and assigns monthly rotations for nurses working in the Methadone Clinic. 

Ensures that the behavioral and pharmacological approaches to treatment are evidence based and consistent with recognized treatment principles and practices for each American Society of Addiction Medicine (ASAM) level of care. 

Participates in the identification of quality care indicators and outcome objectives and the collection and review of data to monitor staff and program performance; and identify priority populations (for example pregnant, IV drug users, HIV) for admission and treatment as evidenced by protocol. 

Performs other duties as assigned. Individual assignments will be determined by supervisor based on current workload and department needs.

Has general knowledge of the administrative policies and procedures of public administration, and of managing to budget, personnel and resource utilization. Is able to plan, manage and evaluate substance abuse prevention services; to plan and manage the work of staff; and to manage resources in order to provide effective and responsive programs and services. Is able to understand and interpret oral and written instructions. Is able to establish and maintain effective working relationships as necessitated by work assignments.

Exercises immediate remedial action to correct any quality deficiencies that occur in areas of responsibility. Maintains high-quality communication and interacts with all departments, co-workers and the general public.
