Position Summary

Supervises Supplier Quality activities on a project. Provides technical and administrative direction to assigned supplier quality personnel. Prepares Supplier Quality plans, procedures, and estimates for integration into the project documents. Distributes and delegates assigned work to the Supplier Quality Specialists and monitors performance against project and functional requirements. 

 

This position will be based in Reston, VA, on a hybrid work schedule.

 

Responsibilities

  • Supervises the administration of Procurement Supplier Quality activities related to designated projects where one or more additional Supplier Quality Specialists are required to accomplish the work.
  • Distributes the work and delegates specific tasks to the Supplier Quality Specialists, performing an integral part of the work as time permits.
  • Monitors the activities of the Area Supplier Quality Specialists through review of shop surveillance reports.
  • Reviews the department’s scope of work for the project and prepares job-hour estimates and budget to include technical and non-technical administrative support and monitors expenditures against approved budgets.
  • Prepares project Supplier Quality procedures and operating instructions, as necessary and supervises the administration of these procedures.
  • Represents the Supplier Quality department at the project level, and is directly involved with project bid clarification and post-award meetings, project reviews, and problems related to supplier quality.
  • Assists the project team in the development and/or interpretation of technical specifications that fulfill the objectives of the project and Customer.
  • Participates with engineering, quality assurance and construction organizations in development of cross-functional and proactive approach to mitigation of supplier performance issues.  Provides input for process improvements that minimize risk of manufacturing and testing issues on complex commodities.
  • Researches and summarizes data and populates established project and procedural performance metrics.  Develops project specific metrics for implementation as deemed useful by the project team.  Provides metric reports to the Supplier Quality Manager.
  • Monitors the performance of the project Supplier Quality Specialists.  Conducts annual reviews, prepares annual salary recommendations, and assists the Supplier Quality Manager in developing recommended and mandatory training plan.
  • Performs capability assessment surveys and quality system audits on project behalf.  Makes recommendations to project regarding suitability of supplier based upon results of surveys and/or audits.
  • Participates on project behalf in meetings and teleconferences with suppliers for the purposes of performance improvement, resolution of specific issues and to highlight and address performance trends that indicate potential negative impact to project objectives.
  • Evaluates supplier performance records; provides data and information to the project relative to continued or serious supplier performance issues; and recommends issuance of supplier warnings or advisories where appropriate.

Qualifications and Skills

  • Requisite certification as an ANSI/ASME Level II (further to Level I competencies) and performs the following:
    • Conducts capability surveys of a prospective supplier.
    • Participates as an audit team member or technical resource for nuclear material and/or quality program audits.
    • Monitors the administrative and technical performance of Third Party Agency quality surveillance contractor personnel
