Overview

We are seeking a driven and entrepreneurial Senior Business Development Executive to lead and expand our presence in the federal healthcare marketplace. As part of a rapidly scaling tribal 8(a) professional services firm, this senior role is critical to driving growth and securing opportunities within federal health agencies including HHS, NIH, CMS, CDC, FDA, DHA, and VA.

Responsibilities

Growth Leadership

  • Develop and execute a business development strategy tailored to capitalize on federal healthcare modernization initiatives and digital transformation efforts
  • Target high-impact healthcare agencies such as HHS, NIH, CMS, CDC, FDA, DHA, and VA with focus on mission-critical programs
  • Identify and shape strategic opportunities aligned with healthcare IT modernization, public health informatics, clinical research systems, and health data interoperability

Entrepreneurial Capture Management

  • Lead end-to-end capture efforts, from identifying opportunities to developing winning proposals
  • Collaborate with internal teams to craft innovative healthcare solutions leveraging emerging technologies like AI/ML, cloud computing, and interoperability standards (FHIR, HL7)
  • Drive capture efforts with a "win at all costs" mindset while maintaining highest standards of integrity, compliance, and PHI/HIPAA requirements

Relationship Building

  • Cultivate and expand relationships with federal healthcare leaders, program managers, and contracting officials to position the company as a trusted transformation partner
  • Build strategic partnerships with primes, small businesses, and healthcare technology vendors to enhance competitiveness
  • Develop relationships with key healthcare industry influencers and decision-makers

Pipeline Development & Execution

  • Own and manage a robust pipeline of qualified healthcare opportunities, ensuring alignment with growth objectives and organizational priorities
  • Leverage CRM tools and market intelligence platforms to maintain visibility into progress and metrics
  • Track and analyze healthcare spending patterns, budget allocations, and procurement forecasts

Industry Engagement

  • Represent the company at key healthcare industry events, forums, and networking functions such as HIMSS, G2Xchange, and federal health IT conferences
  • Stay ahead of healthcare market trends, emerging technologies, and acquisition strategies to drive innovative approaches to federal health contracting

Qualifications

Experience

  • At least 10 years of federal business development experience, with a significant focus on healthcare agency markets
  • Proven track record of securing $25M+ federal healthcare contracts in single-award or task-order environments
  • Deep understanding of federal healthcare procurement processes, acquisition strategies, and contract vehicles, including 8(a) and tribal preference programs
  • Demonstrated success in healthcare IT, clinical systems, public health, or related domains

  • Advanced capture management expertise, including opportunity qualification, competitive positioning, and proposal leadership
  • Strong understanding of federal healthcare technology standards, frameworks, and compliance requirements

Education

  • Bachelor's degree in Business Administration, Healthcare Administration, Management, or related field; advanced degree preferred

 Preferred Qualifications

  • Familiarity with healthcare-specific contract vehicles such as CIO-SP3/4, SPARC, GSA Health IT SINs, and agency-specific IDIQs
  • Experience working in a tribal 8(a) or small business environment, leveraging socio-economic set-asides for competitive advantage
  • Deep understanding of federal healthcare priorities, budgets, and transformation initiatives
  • Knowledge of healthcare technology standards (FHIR, HL7, SNOMED CT) and regulatory requirements (HIPAA, HITECH)
  • Previous experience with healthcare systems modernization, EHR implementations, or public health informatics projects
