Description:

MassDEP seeks applicants for an Environmental Analyst III (EA III).  The positions are assigned to the Boston office located at 100 Cambridge Street, Boston, MA and will report to the Environmental Analyst IV – Waste Ban lead in the Commercial Waste Reduction Branch, Robert Tocchio or designee. 

Specific duties and responsibilities include, but are not limited to, the following:

• Conduct inspections at solid waste facilities to identify loads where recyclables are being disposed of in the trash, and conduct follow up enforcement for waste ban violations to ensure effective waste ban compliance.  Conduct outreach to sectors with poor compliance rates.  The EAIII will conduct and track all inspection and enforcement activities in line with Department guidelines.
• Conduct inspections at recycling facilities to monitor contamination and residual levels at recycling facilities and to identify loads with high levels of contamination.  These inspections would be used to follow up with waste haulers and generators to clean up contaminated loads.
• Assist with tracking of annual certifications and reports from recycling, composting, and conversion facilities, take enforcement against entities not complying, conduct QA of submitted reports, and quantify overall levels of recycling, composting, and AD based on facility reports. 
• Gather and analyze solid waste facility and recycling data, certify third-party inspectors and draft beneficial use determinations.
• Support recycling market development programs as needed.
• Perform outreach and educational work as needed to raise awareness or improve compliance with the waste bans.
• The EAIII may coordinate with other Branch staff and/or oversee contracted services. 

Preferred Qualifications:   

• Experience in government environmental programs and policy development, preferably in a state environmental agency
