Department Overview

The Core Gas Supply Department (CGS) procures and manages natural gas supplies (including Renewable Natural Gas), transportation and storage for Pacific Gas and Electric Company's Core (residential and small commercial) customers. CGS strives to deliver reliable gas supplies while minimizing costs to our customers. Our performance is measured through the Core Procurement Incentive Mechanism (CPIM) incentive ratemaking program which compares actual portfolio costs against a set of independent industry benchmarks. CGS is an exciting and fast-paced organization that offers many learning opportunities through exposure to the regulatory approval process, asset acquisition, trading, portfolio planning and analytics, risk and compliance, and reporting.

 

Position Summary

The CGS Natural Gas Regulatory Senior provides professional regulatory analysis and support on a variety of issues which impact the cost of gas paid by PG&E on behalf of its residential and small commercial (Core) gas customers and impacts PG&E’s gas cost recovery under its CPIM.  The successful candidate will support the development of initiatives and positions in regulatory proceedings before the California Public Utilities Commission (CPUC), the Federal Energy Regulatory Commission (FERC), and the Canadian Energy Regulator (CER).  The Senior Analyst will also prepare regulatory compliance reports to the CPUC.

 

This position is hybrid, working from your remote office and Oakland, CA work location based on business needs.

 

PG&E is providing the salary range that the company in good faith believes it might pay for this position at the time of the job posting. This compensation range is specific to the locality of the job. The actual salary paid to an individual will be based on multiple factors, including, but not limited to, specific skills, education, licenses or certifications, experience, market value, geographic location, and internal equity. Although we estimate the successful candidate hired into this role will be placed between the entry point and the middle of the range, the decision will be made on a case-by-case basis related to these factors. This job is also eligible to participate in PG&E’s discretionary incentive compensation programs. 

 

A reasonable salary range is:

 

Bay Area Minimum: $102,000      

Bay Area Maximum: $162,000      

 

 

Job Responsibilities

 

Regulatory Filing and Relations

  • Work with interdepartmental and intercompany teams in pipeline regulatory matters and rate case proceedings before the Federal Energy Regulatory Commission, Canada’s Energy Regulator, the California Public Utilities Commission, and other regulatory bodies as needed.
  • Prepare testimony addressing asset holdings, purchasing strategies, and cost recovery, and testify in regulatory hearings in support of CGS positions (i.e., PG&E Rate Case proceedings).
  • Strengthen existing relationships and develop new relationships with both regulators and natural gas market participants.
  • Support the preparation of compliance reports to the CPUC, including monthly and annual CPIM Reports.
  • Ensure compliance with all policies, regulations, and laws.

 

Commercial Negotiation

  • Support negotiation of pipeline and storage contracts, manage regulatory outreach and obtain regulatory approvals.
  • Provide regulatory perspective and leadership to enable CGS to remain a reliable and low-cost gas supplier.
  • Integrate asset and portfolio strategies into regulatory analysis, strategies and regulatory filings.
  • Represent PG&E in public when required, communicating PG&E’s positions clearly and persuasively.
