Job Duties

The Virginia Indigent Defense Commission (VIDC) offers an exciting opportunity for a dynamic, innovative, and collaborative Human Resource Benefits Analyst. This position offers hybrid telework after six months of employment. A successful candidate is subject to a fingerprint-based criminal background check. The VIDC is an independent state agency and all employment is at-will.

Duties:
● Maintain all benefit programs and ensure the programs are administered in accordance with state and federal regulations and program guidelines.
● Provide information and support to staff regarding all employee benefits (ie. Health Insurance, Virginia Sickness and Disability Program (VSDP), Life Insurance, Optional Life Insurance, FMLA, Parental Leave, ADA, Military Leave, VRS Retirement, and Workers’ Compensation)
● Facilitate annual open enrollment and processes-related changes.
● Maintain employee health benefits in Cardinal.
● Process all VSDP, FMLA, and Parental Leave transactions in Cardinal.
● Collect information from employees and communicates with Workers’ Compensation Commission regarding claims.
● Handle employee retirement processing and communicate with employees regarding their retirement plans and benefits.
● Serves as VRS Administrator and Snapshot Processor to maintain and update employee information
● Complete the monthly VRS Snapshot.
● Serves as an HR user for Time and Attendance in Cardinal.

Minimum Qualifications

● A Bachelor’s degree in HR or a related field; (or) several years of related HR experience and demonstrated proficiency in HR programs and processes may substitute for the degree.
● The ability to research, understand, and interpret benefits administration and related questions.
● The ability to manage Open Enrollment.
● The ability to track and process VSDP / FMLA / Parental Leave /ADA claims.
● The ability to independently manage multiple projects and/or tasks by strict deadlines.
● Strong organizational and team skills.
● Ability to communicate effectively, both written and verbal.
● The ability to assist HR Team with administrative tasks.
● The ability to provide guidance and assistance to field offices and administrative staff on HR-related questions and problems.
● Demonstrate the ability to utilize and master various technology tools and systems in the performance of duties and in communicating with employees and VIDC leadership.

Additional Considerations

● Certification in Human Resources (PHR or SHRM-CP).
● HR experience in federal, state, or local government.
● Knowledge of Cardinal and VRS Navigator.
