Your Specific Responsibilities:

This position reports to the Deputy Director of Licensing and Regulation and serves as manager of the Rules and Public Records team within the Office of Medical Marijuana Use (OMMU). This position is responsible for managing the administrative rulemaking process and public records requests for OMMU.

  • Leads the rulemaking process to include conducting research, drafting rule language, scheduling workshops and hearings, and coordinating the rulemaking process.

  • Collaborates with legal and program staff to draft and propose new rules and amendments to existing rules.

 

  • Reviews proposed regulatory changes to ensure accuracy, clarity, and alignment with legislative intent.
  • Research and references statutes, administrative codes, regulations or rules to ensure alignment with any proposed rule changes.
  • Manages the intake of rule comments and coordinates with program staff to prepare responses.
  • Prepares and maintains the Annual Regulatory Plan for the office.
  • Manages public records requests for the office, including patient records requests, ensuring responses are provided in a timely manner with all necessary redactions.
  • Responsible for records retention and document management consistent with laws, rules, department policies and procedures.
  • Responsible for all supervisory duties including, but not limited to, hiring and selection, developing performance plans, conducting performance appraisals, planning, and directing their work, approving leave, and taking disciplinary action as appropriate.

Required Knowledge, Skills, and Abilities:

Proficient computer skills to include Word, Excel, PowerPoint and Outlook; knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar; understanding written sentences and paragraphs in work related documents; communicating effectively with others in writing; listening to what other people are saying and asking questions as appropriate; knowledge of laws, legal codes, court procedures and government rules & regulations; researching and referencing statutes, administrative codes, regulations, and rules; knowledge of Florida’s Public Records Laws; knowing how to find information and identifying essential information; organizational skills; motivating, developing, and directing people as they work, identifying the best people for the job.

 

Qualifications:

PREFERENCE WILL BE GIVEN TO THOSE WHO MEET THE FOLLOWING MINIMUM REQUIREMENTS:

  • Bachelor’s degree from an accredited college or university; AND
  • Three (3) years of experience in conducting rulemaking activities to include developing and revising rule language; coordinating and facilitating public rule meetings; and preparing rule packages.
  • One (1) year of supervisory, program management, or project lead experience.
  • Professional experience as described above can substitute on a year-for-year basis for the required college education and/or supervisory experience (7 years total professional experience).
  • Must have a valid Florida State driver's license, satisfactorily complete a background investigation, fingerprinting, and participation in direct deposit are requirements for employment.
