Position Overview and Responsibilities
This position serves as the Assistant Deputy Secretary for Enterprise Technology & Digital Modernization, within the Agency for Health Care Administration.
This position provides senior leadership and strategic direction over the Agency’s enterprise technology portfolio, large-scale Medicaid technology modernization initiatives, and the Enterprise Program Management Office (EPMO).
Under the direction of the Deputy Secretary, this role drives the vision, governance, and execution of transformational digital initiatives that advance the Agency’s mission of Better Health Care for All Floridians.
Interfaces with business units, the EPMO, and Strategic Enterprise Advisory Services vendors for the purpose of enterprise technology strategy development, solution discovery, service management, risk management, and stakeholder relationship management.
Serves as the senior technology leadership linkage between business units and the executive level.
Proactively serves as the primary point of contact for executive leadership, business line managers, and key internal and external stakeholders.
Duties and Responsibilities:
Provides executive-level leadership for Enterprise Technology initiatives, overseeing the planning, execution, and delivery of large-scale modernization programs across the Agency.
Serves a lead role in enabling the Agency to achieve strategic objectives through the effective use of technology.
Works with business units and executives to develop and execute the enterprise technology strategy and vision across the Agency’s business units and, as applicable, other State agencies.
Must have strong understanding of each business unit and enterprise leadership expectations to include their business drivers for success, process improvement approaches, and digital transformation goals.
Successfully manage relationships with customers and all stakeholders; Report and escalate to management as needed; Coordinate internal resources and third parties/vendors for enterprise technology programs; Sets deadlines, assigns responsibilities, and monitors the progress of projects and releases; Monitor changes to project scope, project schedule, and project costs using appropriate verification techniques; Measure project performance using appropriate tools and techniques; Perform risk management to minimize project risks; Prepare reports regarding status of programs for both internal and external review; Establish and maintain relationships with third parties/vendors;
Create and maintain comprehensive program documentation, legislative budget requests, and supporting documents.
Provide subject matter expertise on enterprise technology, which may include delivering presentations about the Agency’s modernization portfolio and communicating the purpose, value, and importance of digital transformation initiatives.
Oversee the complete program lifecycle for large modernization projects.
Assist in the production of business cases that quantify potential business benefits.
Coordinate and manage the creation and maintenance of procurement documents (e.g., Invitations to Negotiate).
Successfully lead all Medicaid Technology Modernization programs through federal certification; Ensure compliance with Medicaid Information Technology Architecture (MITA) standards; Maintain all federally required Advanced Planning Document (APD) reporting to ensure continuation of the enhanced federal match of funds.
