About the role

The Organizational Setting

Under the direction of Director of the Capacity Development and Implementation Bureau (CDI), the Field Operations Section (FOS) is responsible for the development, implementation, monitoring, evaluation, and closure of Technical Assistance (TA) and Technical Cooperation (TC) projects. It drafts agreements and aids in creating country-specific and regional projects and programs by identifying priority areas, developing objectives, activities, and deliverables, setting timelines, and specifying budgetary requirements. 

Additionally, under the direction of the CDI Director, the Field Personnel Section (FPS/FRU) recruits international experts to implement Capacity Development and Implementation projects across various Civil Aviation fields and manages the ICAO Roster of Experts.

Major duties and Responsibilities Function 1 (incl. Expected results)

Assist state civil aviation authority in development and administration of environmental policies and procedures, training and audit programmes in compliance with state environmental regulations.          

Function 2 (incl. Expected results)

Prepare environmental studies in support of airport improvement or development projects (such as cultural resource investigations, air quality modelling, wetlands delineations, endangered species surveys, and compatible land use planning studies).

Function 3 (incl. Expected results)

Manage compliance with applicable state and local environmental rules and regulations.

Function 4 (incl. Expected results)

Make assessments of the ICAO basket of measures to identify mitigation measures applicable to the national aviation context to reduce CO2 emissions, including from airport operations, and provide guidance and support to prioritize the list of measures. Draft report on the recommended measures.

Function 5 (incl. Expected results)

Perform site assessments, field investigations, field sampling, other environmental survey activities and activities associated with remediation and mitigation efforts.

Function 6 (incl. Expected results)

Collect, compile, and analyse data for evaluation and interpretation in the development recommendations of courses of action.

Function 7 (incl. Expected results)

Develop, implement, and monitor pollution prevention, green initiatives and sustainability policies.

Conduct on site environmental inspections of all airport, tenant, contractor and contract personnel operations and premises.

Provide training to state CAA staff.

Function 10 (incl. Expected results)

Advise and assist the state to prepare their action plan, in applying ICAO related guidance.

Function 11 (incl. Expected results)

Assist the state in interacting with stakeholders, convening of working groups, etc.

Assist the state in collecting data to establish their baseline.

Function 13 (incl. Expected results)

Assist the state to identify the feasible measures that can implemented by the state to address CO2 emissions and improve fuel efficiency from international civil aviation.

Function 14 (incl. Expected results)

Assessment of benefits, costs and risks related to those measures.

Function 15 (incl. Expected results)

Estimation of expected results related to those measures and future traffic, emissions, and fuel consumption levels

Function 16 (incl. Expected results)

Present written report on a regular basis on the work performed a final report summarizing all the activities carried out during the consultancy with some suggestion for the future work.

Perform other related duties as may be required.
