About the role
Seeking a Technical Project Manager to provide Advisory and Assistance Services (A&AS) to the Defense Threat Reduction Agency (DTRA), Chemical and Biological Department, Research Center of Excellence Division (RD CBR).The successful candidate will serve as an action officer and advisor for a science and technology portfolio of projects advancing research and STEM outreach; and provide support for, and coordination of, RDT&E acquisition and planning, programming, budgeting, and execution processes.
Principal Duties
- Plan, coordinate, integrate, implement, and evaluate the use of acquisition programs in the broad area of Chemical and Biological Defense research and STEM outreach
- Employ technical expertise to translate scientific information into required programmatic and fiscal documentation to support the planning, programming, budgeting and execution system
- Review program documentation to ensure technical validity and facilitate cross-communication regarding program priorities and courses of action
- Participate in Integrated Product Teams as required and serve as programmatic point of contact
- Establish and maintain relationships with relevant internal and external stakeholders in the CB defense community
- Provide support to and coordination of acquisition and planning, programming, budgeting, and execution documents to include development of budget exhibits (R Forms) and Program Objectives Memorandum (POM) materials, for a research and development acquisition program
- Assist in setting portfolio, project, and product level strategy and priorities
- Ensure portfolios are responsive and mapped to program goals and requirements
- Coordinate and consolidate complex, technical, programmatic, and strategic responses to support division initiatives to a variety of internal and external audiences
- Create briefings and products for both technical and senior leader audiences
- Track cost, schedule, and performance of chemical and biological defense related projects to ensure they continue to meet the objectives of the program
- Advise the program team on risk assessment and risk management, business and contracting strategies, and technology transfers
Requirements
- DOD Secret level clearance
- Successful completion of a full course of study in an accredited college or university leading to a BS, or MS, in a Biology, Chemistry or other equivalent field such as Pharmacology, Toxicology, Medicinal Chemistry or Biochemistry; or degree in relevant Mathematic or Financial field with Acquisition experience
- Minimum of five years’ experience with a BS, or 3 years with a MS, and experience in:
- Project Management and/or acquisition experience in research and development or
- S&T project management experience in laboratory and program management office or research and development environment
- Detail-oriented, self-starter with excellent communication and time management skills.
- High-level proficiency with MS Excel, PowerPoint, and Word; ability to quickly learn to use new IT systems and software
Desired Qualifications
- Knowledge of traditional and emerging chemical warfare agents
- Knowledge of the U.S. Food and Drug Administration regulations and processes, including the “Animal Rule”
- Knowledge of the DoD acquisition policies
- DAWIA Level II Certification or equivalent
- PMP Certification
