Position Summary

This position represents a core pillar of the Metrea GTC program. Reporting directly to the Vice President, Head of GTC, you will be leading jurisdiction and classification matters for Metrea’s global trade program in the United States, as well as providing strategic technical advice for product development (e.g., design for export), assessments of marketing and technical proposal packages, and internal technological safeguards to ensure compliance with applicable cross-regulatory regimes.  You will directly support the international growth objectives of Metrea and its assigned Business Groups and Business Units, as required. 

 

You will work cross-functionally with internal stakeholders to streamline and facilitate business activities. You will build relationships with relevant U.S. government (and where necessary, foreign government) regulatory agencies to further global trade compliance initiatives. 

 

The successful candidate will have a pragmatic approach to global trade compliance, deep subject-matter experience, strong experience in defense export licensing, and effective communication across all levels of the business. 

 

Key Responsibilities

  • Provide strategic vision and pragmatic implementation of Metrea’s GTC technical advisory pillar.
  • Draft, execute and implement all aspects of Metrea’s Jurisdiction and Classification Assessment (JCA) program, to include:
    • Conducting assessments of the jurisdiction and classification of hardware, software, and technical information
    • Assessing marketing documentation for export controls purposes and where necessary, coordinating public release analysis 
    • Providing technical advice during product and program development (e.g., design for export)
    • Implementing tools for assessments in compliance with export control regulatory requirements
    • Developing standard work for accurate jurisdiction and classification assessments 
    • Designing and leveraging trade data analytics to identify compliance risks, cost-savings opportunities, and other metrics of value and effectiveness.
  • Serve as primary point of contact with the Defense Technology Security Administration (DTSA) and the DoD service components responsible for technology transfer oversight.
  • Implement systems and/or automation pertaining to internal technology safeguards.
  • Lead strategic projects focused on enhancing capabilities of Metrea’s jurisdiction and classification systems and other business systems that utilize jurisdiction and classification data.
  • Assess potential impact to the business of applicable regulatory and legislative changes and determine necessary actions and communications with the appropriate internal and external stakeholders.
  • Identify and resolve both emerging and existing trade-related issues and risk areas.
  • Support audits, assessments, and/or investigations into potential non-compliance with established procedures and U.S. trade regulations.

Requirements

  • Bachelor's degree required (engineering-related field strongly preferred)
  • 6+ years of Global Trade Experience, with a significant portion dedicated to Jurisdiction and Classification Assessments 
  • Extensive functional knowledge of the export classification process, including direct experience classifying products under the U.S. Munitions List (USML) and U.S. Commerce Control List (CCL)
  • Defense industry experience
  • Experience interfacing effectively with U.S. government regulators
  • Demonstrated ability to design, deploy, and administer effective trade compliance policies and procedures
  • Strong communication and interpersonal skills 
  • Sound judgment and attention to detail
  • A team player mentality, with ability to execute both strategically and operationally  
  • The ability to learn quickly, work with minimal supervision, and manage and prioritize multiple complex tasks
