In particular, we are seeking Entry to Senior Level Program Control Analysts to support the National Reconnaisance Office (NRO), Communication Systems Directorate (COMM). In this role, you will work alongside CORE contract and Government personnel to provide financial and budgetary support. This work is on-site NRO COMM Headquarters in Chantilly, VA.

Clearance Required for this role: Active TS with SCI eligibility with ability/willingness to obtain CI Polygraph
Requirements:
- Entry Level - Bachelor's Degree in Technical or Business Acumen plus 1 year experience OR High School Diploma plus 5 years' experience
- Intermediate Level - Bachelor's Degree in Technical or Business Acumen plus 6 years' experience OR High School Diploma plus 10 years' experience
- Senior Level - Bachelor's Degree Bachelor's Degree in Technical or Business Acumen plus 12 years' experience OR High School Diploma plus 16 years' experience
- Demonstrated knowledge of various quantitative techniques used to analyze data, develop models and interpret results. Competencies include descriptive statistics, trend analysis, learning curve theory, modeling and simulation.
- Demonstrated knowledge of IC budgetary principles and procedures
- Demonstrated knowledge of acquisition management regulations, practices, policies and procedures including major system acquisition lifecycle resource planning practices and procedures and Acquisition Program Baseline development and PMPs
- Demonstrated experience in the application of cost analysis methodologies in a major system acquisition environment.
- Demonstrated ability to recognize when decisions or information should be referred to a higher authority.
Responsibilities:
Analysts are expected to perform advanced program and budget analysis, cross-directorate coordination, and executive-level advisory support to assist Government personnel in making informed decisions across multiple programs and Directorates to include:

Review and consolidate program baselines and spend plans at the Directorate and enterprise levels to develop recommendations for authorized Government personnel.

Conduct cross-program analyses at the Program Office level to assess performance, identify trends, and support executive management decision-making.

Assist Government personnel in determining program performance and progress against established plans, assessing resource requirements to achieve assigned goals and objectives, and identifying resource trade-offs among competing programs to provide viable alternatives.

Maintain Directorate and/or enterprise-wide budget tracks at the Directorate, project, subproject, and MSA levels.

Ensure coordination and completeness of budget estimates and requirements for new and existing initiatives across Directorates; make recommendations to authorized Government personnel on funding impacts to existing program budgets and schedules; and recommend resource solutions that align with overall budget constraints.

Make recommendations to authorized Government personnel regarding cross-program analyses on performance and progress for accuracy; propose Directorate or enterprise-wide resource adjustments as required.

Support Directorate and enterprise-level submissions for budget exercises and related planning and justification books; provide recommendations regarding cross-program analyses, resolving discrepancies prior to submission for executive management review.

Review Directorate and enterprise-level data in financial and resource systems for accuracy and completeness; reconcile data to ensure validity and consistency and initiate corrective actions as necessary.

Draft and coordinate recommended changes to operating guidance, incorporating all Congressional marks and management decisions across Directorate and enterprise programs.
