Job Description:

The Risk Officer II is responsible for designing, developing, implementing, and validation of various First Party Credit Abuse (FPCA) strategies. These strategies include, but are not limited to, adjudication, account and exposure management, collection treatments, financial return optimization. This role provides essential information, interpretative and detailed analysis, and assist implementing key FPCA strategies to ensure decisions are made within the TD risk appetite framework, adhere to fraud standards, and comply with all regulatory requirements and guidelines. This specific role resides with-in the CCUL Credit Management first line of defense and is accountable for Consumer Unsecured Lending & Credit Card portfolios. The incumbent is responsible for developing FPCA strategies leveraging both internal TD data and external credit bureau / vendor solutions & attributes. This includes conducting cohort time series analysis of FPCA, Risk Adjusted Margin, ROE, and other metrics, under guidance, to optimize false-positives and key fraud performance Indicators. Review of FPCA attacks/ emerging threats to understand & address coverage gaps within strategies, policies, procedures, and prioritizations to deliver on FPCA loss plans is expected. The incumbent is expected to engage extensively with cross functional partners including US Fraud Management, ACH Risk, Payment Ops, Operations Risk, Legal & Compliance, AML etc. and must possess strong interpersonal skills. 

Depth & Scope:

  • Performs functions noted for Credit Card Risk Officer I
  • Supports and assists in the development of credit risk projects/initiatives; pulls performance and demographic data, performs detailed analysis and assists in preparation of appropriate documentation/recommendation
  • May lead a small team or operate in a lead capacity managing risk activities such as KRI, CSI, RCSA and Action Plan reporting on behalf of a key business or functional area
  • May be involved on risk related committees and/or related working groups as a Subject Matter Expert (SME) and plays a lead role in research / analysis and /or integrating / implementing key risk management practices
  • Performs detailed analysis and interprets information to make recommendations to Senior Management on critical strategies including non standard and ad-hoc requests as determined by management
  • Ensures the timely communication of issues that are relevant to the team and encourage a good working relationship with other internal and external groups

  • Bachelor's degree
  • 3-5 Years of related experience
  • Proficient PC skills including a strong competency in MS Excel and PowerPoint, and a variety of PC-based analytical and reporting software packages
  • Understanding of payment risk, fraud life cycle management, including emerging fraud risks and trends is desired is preferred.
  • Experience with the use of Relational Databases and the process of Extract Transform Load (ETL) using common languages such as SQL or SAS
  • Familiarity with SAS, SQL, Python, R, MATLAB, Tableau etc. is preferred.
  • Working knowledge of SAS Enterprise Miner, FICO Model Builder or Angoss Knowledge Seeker
  • Strong analytical and problem-solving skills are required to interpret data and draw conclusions
  • Exceptional quantitative and analytical skills, with ability to identify patterns, trends, and insights; Conduct risk/reward trade-off analysis is desired is preferred.
  • Synthesize data to draw meaningful conclusions. Strong critical thinking skills required for interpreting results are preferred.
  • Experience in data modeling and risk management either from a business administration, statistical, mathematical, scientific or financial background
  • Excellent written and verbal communication
