The Work You Will Do:
This is a professional human resource position responsible for administering the payroll functions for assigned divisions and the overall management of the insurance and benefits programs of the Department of Business & Professional Regulation. The incumbent in this position serves as subject matter expert for payroll and benefit activities and is responsible for processing related actions in accordance with Florida Statutes, Department of Management Services Personnel Rules, and internal agency policies and procedures. The incumbent serves as the agency's liaison with the Bureau of State Payrolls and the Department of Management Services regarding the benefit and payroll program.
Specific responsibilities of the Human Resource Analyst/CJBA include, but are not limited to, the following:
Prepares and acts upon Personnel Action Requests in the People First (PF) system on payroll actions, including new hires, benefit changes, pay increases and other miscellaneous changes in accordance with statutes, rules and department policy & procedures.
Coordinates insurance and representative appearances for DPBR office locations to ensure that employees are kept apprised of benefit options and changes.
Serves as retirement coordinator for the department, ensuring all divisions are aware of retirement and procedures. Counsels employees regarding retirement-related issues, including the Deferred Retirement Option Program (DROP). Processes all paperwork for employees relating to retirement.
Manages the Certified Criminal Justice Law Enforcement Incentive Pay payments (CJIP).
Processes employee transfer reports and requests for dual employment. Monitor overlapped positions status.
Prepares special reports utilizing the People First Data Warehouse as required.
Minimum Qualifications:
Three years of professional human resources/personnel experience (Education may be used to meet this requirement).
Experience with Payroll processing and Benefit package options.
Experience with FLAIR, processing On-Demands, Salary Refunds, and Warrant Cancellations.
Experience working with the Florida Retirement System (FRS), including but not limited to educating employees on retirement eligibility and the application process.
Perference:
Perference will be given to those who have expirence processing retirement invoices.
Perference will be given to those who have expirence working with a State of Florida Law Enforcement Agency.
