Overview
The International Acquisition Analyst (IAA) will assist the CH-47F International Productions Office (IP) within Cargo International Project Office (IPO) by serving as the FMS focal point to liaison with the Acquisition Branch, Cargo International Programs Office Business Division. The IAA shall perform all efforts required to support FMS acquisition actions from receipt of a signed and funded LOA through contract award.
Responsibilities
The International Acquisition Analyst shall be co-located with the Cargo IPO, report to the International Director, Deputy Director, and perform the following duties:
- Perform and monitor all acquisition transactions of FMS cases, to include planning cases and Pricing and Availability (P&A) actions; Monitor progress of FMS acquisitions from receipt of the signed and funded Letter of Acceptance (LOA) through submission of the Contract Requirement Packages (CRP) to the Acquisition Directorate and subsequent contract award; Be informed of, and involved with all proposed case modifications and amendments; Participate in Letter of Request (LOR) technical evaluations for Cargo International Program Office managed items and services for situational awareness of upcoming requirements.
- Provide guidance/direction on contractual issues, directives, policies and procedures; Provide daily assistance to Contracting Officers and Managers regarding specific situations with problems involving contract changes, regulations, laws, and good business practices; Provide the Contracting Officer with situational awareness of CH-47 International Program Office progress, and any potential issues that may arise; Prepare all Justification & Approval (J&A) actions needed to procure the requirements; Develop and prepare Contract Requirements Packages (CRPs) documents such as: Statements of Work/Performance Work Statements, Procurement Work Directives, Competitive Advocate Shopping List, Market Research Report Commerciality Determination, Document Summary List, Contract Data Requirement List, Justification and Approval, DD254 Forms, Service Contract Approval Form, Quality Assurance Surveillance Plan, and Environmental Certifications for United States Government and Foreign Military Sales (FMS) for No-Cost Administrative, and the Procurement of Hardware and Service requirements; evaluate contractor proposals, provide advice and guidelines on establishing justification(s) for negotiation positions, participate in resolution of complex negotiation issues, and represent the organization in solicitation, business and contract review/award boards; Monitor status of contractor performance.
- Participate in the development and execution of acquisition strategies to support the CH-47 International Program Office requirements while providing the greatest benefit to the FMS country and the U.S. Government (USG.); Assist in the development of overall case acquisition management plans; Establish acquisition-related suspense dates and milestones for all current and future acquisition actions in support of FMS customer requirements and deliverables to preclude a break in service; Provide inputs to the International Program Office Integrated Master Schedule (IMS).
- Participate in CH-47 International Program Office internal/external meetings and update International Business PowerPoint slides as required.

Qualifications
Required Skills/Abilities:
- BS degree.
- Minimum of 3+ years of relevant experience
- Excellent verbal and written communication skills.
- Ability to communicate with and brief senior U.S. and Foreign Partner officials.
- Proficient in use of computers, computer peripherals, and the use of various word-processing software including the Microsoft Office suite.
- Ability to manage time and prioritize tasks.
- Ability to work with minimal supervision.
- Active Secret Clearance and the ability to maintain a security clearance.
- U.S. Citizenship is required.
Required Travel:
- Travel Requirements (CONUS and OCONUS) up to 25%.
