TITLE: HART Senior Program Manager
PROGRAM: Huckleberry Advocacy and Response Team (HART) 
SALARY: $85,000 - $90,000
SCHEDULE: 40 hours per week and monthly on-call duties

POSITION SUMMARY: 

The Senior Program Manager  is responsible, under the supervision of the Director of Health and Safety, for the overall management of the HART program. This position involves supervision of the Intervention Specialists and Therapist.  This position provides oversight, support, and accountability to ensure high quality services are delivered to clients.  

The HART program provides case management, advocacy support, group programming crisis response and psychoeducation to youth and youth adults (11-24) who are experiencing commercial sexual exploitation, those who are at risk, and youth engaged in survival sex.

ESSENTIAL FUNCTIONS:

1. Design, document, and implement program policies consistent with Huckleberry Youth Programs’ mission.  Maintain complete program policy and procedure manual and update as needed. 

2. Respond to and manage incoming referral and assign cases to the HART Intervention Specialist. 

3. Work with the HART team to develop, review and revise group curriculum and function as a backup co facilitator if needed. 

4. Facilitate weekly team meetings.

5. Specify staff positions, responsibilities, and schedules.  Direct the hiring, recruitment, and training of new staff.  

6. Supervise the Intervention Specialists and Therapist, including weekly supervision meetings, performance evaluations, professional development activities, and training/coaching.

7. Participate in internal HYP meetings, weekly supervision with the Director of Health and Safety, management meetings, and all agency meetings .

8. Assist in agency management through consideration and preparation of agency plans and policies, and consistently serve as the principal communication link between the program and other units and individuals with the agency. Actively strive to connect and integrate the program and its staff with the activities of other programs and staff within the agency.

9. Submit reports summarizing outcomes and program accomplishments to funders in a timely and accurate manner. 

10. Monitor all contracts attached to HART and ensure appropriate progress towards meeting goals.  Monitor program implementation to ensure effective accomplishment of the program goals.

11. Ensure all required documentation is completed by the Intervention Specialists.  Review data regularly to monitor progress towards goals.  In conjunction with the Director of Health and Safety perform program evaluation activities. 

12. Assist in the development of the program budget in conjunction with the Director of Finance and Director of Health and Safety.  Monitor expenditures and ensure documentation and coding information gets to the finance department.

13. Assist in the preparation of proposals for continued, new or expanded funding in conjunction with Development staff, Director of Health and Safety, and the Executive Director.

14. Design and implement an ongoing outreach plan for youth and potential referring parties.  Establish and maintain positive relationships with referral agencies and other community partners.  

15. Maintain positive relationships with stakeholders to collaborate, identify gaps in services, and generate client and systems level solutions.

16. Participate in and provide leadership to assigned community groups involved in, advocacy, and funding activities which affect the program and its clientele, as directed by the Director of Health and Safety.

17. Provide community training at least once quarterly.

18. Ensure there is consistent coverage and logistical support for the office space.

19. Participate in backup support for the response line at least one week a month.
